The Cost Control Specialist is responsible for control and oversight of Asset Support related expenditure across the Texas City Manufacturing organization to ensure this is maintained at an optimal spend - typically ~$30m per year. Through rigorous commercial management, ensure all Contractor's within this area are performing and delivering value - ensure no unsubstantiated costs are incurred by INEOS.

Environment:

Internal:
  • Working with multiple teams - Asset, Operations, Maintenance, Turnaround, Finance, Procurement and Engineering Teams.
  • Understand the INEOS compliance processes and ensure they are rigorously fulfilled. (i.e. DOA, NCR, Capex Rules)
  • Understand and interpret business performance/context and what this may mean for approved budgets and Capex plans.

External:
  • Working with Key vendors including teams from different countries
  • Economic factors affecting production requirements and operating modes
  • Changing Statutory Reporting requirements in the industry
  • Changing Industry practices and conditions
  • Improving processes and tools in the accurate and timely management of cost


Accountabilities of the job:
  • Ensuring compliance with HSSE standards and expectations set through the INEOS Life Saving Rules and 20 Safety Principles.
  • Promote safety culture through visible leadership in the field, for example Safety Observation Conversations, Audits and Near Miss reporting.
  • Focus heavily on forecasting, team learning, and process improvements.
  • Composition and submission of monthly contract labor information for submission to Asset Managers, Asset Support Manager and Site Manager.
  • Overall Capex / Projects Cost lead spanning across all Asset teams to report Capex for Texas City site as a whole.
  • Perform detailed variance analysis of actual financial results versus plan, forecast, and key performance metrics.
  • Ensure operational departments understand and follow policies and procedures.
  • Work closely with accounting to ensure accurate financial reporting.
  • Weekly tracking and reporting to program management and customers.
  • Develop and maintain Estimate to Complete (EAC's) across various projects (Cost-Type, T&M, Fixed Price, etc.)
  • Serve as the primary interface between assigned and designated departments.
  • Drive process improvement and lean initiatives in the supply base to optimize cost.
  • Examine data to help with reducing cost in all operations.
  • Develop/conduct training of both program and functional staff in cost estimating.
  • Monitor project costs and commitment to budget and forecast.
  • Design reporting tools to monitor cost of goods sold data.
  • Maximize profitability through fixed cost savings initiatives factoring in impact from sourcing strategy shifts and manufacturing practices.
  • Assist with the aligning of the preparation of purchase orders and bid specifications.
  • Perform schedule risk assessments to identify and mitigate program cost and scheduling risks.
  • Work with key stakeholders to identify project risks and track them.
  • Contribute to plans for yearly operation's budgets.
  • Manage as applicable all temporary Project Controls resources to ensure appropriate coverage across Assets on Capex, TAR and other special projects.


Required profile:

Level of Education & Knowledge:
  • Bachelor's degree in accounting, business, construction management, project management or finance or 5+ years with TA / Shutdown / Outage cost controller experience in lieu of degree.
  • 2+ Years of TA / Shutdown / Outage, Maintenance and Project controls experience.
  • 10+ years' experience working with refinery or major chemical plant.

Experience & Technical Skills:
  • Experience in the application of analytical cost and performance management tools.
  • Experience with PowerBI, Excel, SAP.
  • Experience establishing leading and lagging metrics to monitor health of maintenance performance.
