Job Description:
Under the direction of the Unit Director, manages the Administrative Unit with the DSHS Contract Management Section (CMS). Directs the coordination and implementation of contract management activities for client services supported by the DSHS Administrative programs. Performs highly responsible management and consultative work to plan, develop, and implement contracting activities for the Section's administrative programs. Works closely to coordinate all contract development and management activities with staff in DSHS and the enterprise to assure consistency in policies and procedures to enable contractors to effectively and efficiently conduct service delivery activities. Guides and directs the Solicitation process and selection of contractors for each funding source. Coordinates the processes for non-competitive contract awards and non-competitive contract renewals. Coordinates with DSHS administrative program staff to assure service delivery objectives and goals are met. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
20% Supervises contract management staff in the Administrative Unit. Includes hiring, coaching, performance evaluations, positive performance, disciplinary, work schedules, etc.
25% Coordinates the development of Solicitations for all client services contracts supporting the Division, following guidance provided by HHSC and all state and federal requirements. Coordinates the review of applications and the allocation of funding. Coordinates non-competitive award and non-competitive renewal procedures for contracts.
15% Assures coordination with the Contract Oversight Section and the Chief Operating Officer, to ensure that contract management issues are appropriately resolved.
15% Develops timelines and work plans to coordinate the contract development process for the Division. Meets all deadlines to assure contractors receive contracts in time to initiate services. Directs contract amendment processes and procedures to assure timeliness and consistency for all funding sources.
15% Coordinates, directs, and documents the receipt and review of all contract deliverables, including required program reports, data, vouchers, etc. Communicates with other staff in the Unit regarding contractor performance.
5% Guides and coordinates communications with client services contractors. Assures the website is routinely updated to provide essential information to contractors. Develops and monitors innovative and diverse communication strategies for contractors including bulletins, contractor meetings and orientations, as indicated.
5% Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) is preferred or must be obtained within first year of employment.
