USAID's Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
The Personal Services Contract (PSC) Liaison Team Lead provides support to PSCs who are hired to support BHA and manages the work of individual PSC Liaisons. This includes remaining abreast of contractual regulations, policies, and procedures relevant to BHA PSCs, acting as a conduit for BHA PSC information, and engaging with key stakeholders, including the PSC Association. The Liaison Team Lead will coordinate closely with the PSC Team to oversee onboarding briefings and responses to inquiries related to PSC matters including, but not limited to, compensation, budget, and the terms and conditions of an individual's PSC contract. While a PSC contract establishes an employer-employee relationship between an individual and USAID, the PSC Liaison Team supports individuals hired through this mechanism by sharing resources and monitoring parallel systems and requirements. The PSC Liaison Team Lead works closely with the PSC Team Manager and reports to the PSC Liaison Lead or his/her designee.

Responsibilities include, but are not limited to the duties listed below
- Responsible for the performance management and workload distribution of individual PSC Liaisons.
- Serve as a one stop shop to PSCs in talent management and customer service functions.
- Understand and advise on USAID PSC contract requirements, allowances, and benefits including but not limited to leave, travel, training, System for Award Management (SAM) registration, security and medical clearances, and insurance reimbursement policies and procedures.
- Serve as the key linkage between the PSC Association and PSC Team. Liaise with other key staffing stakeholders across BHA; revise and maintain resource guides; and serve as a conduit for BHA PSC information.
- Oversee PSC onboarding, offboarding, FAQs, and provide support to PSC Liaisons conducting regular touchpoints with PSCs.
- Elevate intermediate deadlines to BHA Supervisors and Teams to ensure annual performance evaluations are completed to avoid the disruption of other contract deadlines.
- Identify opportunities for PSC engagement with the public, including organizing and participating in career fairs. Develop and maintain a PSC outreach strategy for publicizing and advertising PSC solicitations.
- Organize information sharing with current PSCs and interested offerors. Maintain relevant email distribution lists.
- Facilitate planning and documentation requirements for ad hoc PSC approvals related to leave, service dates, employment, insurance, etc.
- Other duties as assigned.
Education, Requirements and Qualifications
- Education and Experience:
- BS 8+ Years, MS 6+, PhD 4+, or HS 12+
- Exceptional attention to detail and customer service skills
- Excellent communication skills - written and verbal.
- Required to have US citizenship with the ability to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

- Working Conditions and Physical Requirements:
- In-person work requirement with the ability to telework;
- Lifting in excess of 25 lbs, standing for long periods of time, transporting equipment, etc. may be required depending on role.
