Description
The Digital Modernization Group at Leidos is seeking a Senior Industrial Security Representative for the Next Generation Enterprise Network (NGEN) Service Management, Integration, and Transport (SMIT) contract in O'ahu, HI.
Primarily based at the Ford Island Pearl Harbor facility, supporting additional local facilities will include Camp H.M. Smith, Marine Corps Base Hawaii Kaneohe Bay and Joint Base Pearl Harbor - Hickam. The candidate will work as part of a multi-functional security project team to facilitate personnel, physical and industrial security actions related to a fast-paced, highly visible program supporting the US Navy. Under the NGEN SMIT program, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.
The Senior Industrial Security Representative works under the guidance of the Leidos SMIT Program Security Director in the application of Leidos security standards and practices to existing Government facilities identified by the contract.
Primary Responsibilities
• Supports implementing and providing guidance to customers and management on security issues such as classified inventory and document control, security investigations, personnel access nominations, classification control, visitor/access control, Contract Security Classification Specifications (DD254), Program Classification Guides, Intelligence Community Directives, all applicable laws and regulations regarding export-controlled information and technology and government policies.
• Duties may include studying, investigating, preparing reports and/or recommendations for preventative or corrective actions in areas requiring specific expertise including security inquiry and incident reporting. Create training aides and provide security briefings to personnel holding collateral clearances.
• Supports and conducts internal investigations in accordance with legal, contractual and company policies. Additionally, incumbent will participate in guiding and implementing the application of security program measures under U.S. government national industrial security directives (NISPOM ,etc.), Personnel Security Program (SECNAV 5510-30C), Information Security Program (SECNAV 5510 -36) and Physical Security Program (SECNAV 5500.35).
• Works with Leidos stakeholders to fully understand and document security requirements for the use of security applications, devices, hardware, services, and systems
• Demonstrated performance in working with internal partners and other local military commands in the development of effective strategies for mitigation of vulnerabilities, maintain continuity of operations and safeguard the organization from security risks
• Attends project meetings and calls on behalf of the program functioning as the security professional
• Demonstrated ability to find new and creative security solutions while working within program constraints
• Performs ad-hoc site inspections at local Government and contractor facilities
• Support the draft, review, and maintenance of internal policy documents, standard operating procedures, and instructional handouts pertaining to the industrial security program
• Serve as the customer primary point of contact and provide guidance for all installation and facility space access requirements to include DBIDS for the O 'ahu region, new hire briefing, access control for both NIPR and SIPR spaces, intrusion detection systems, locks, etc.
• Provides pre-inspections for government Cyber Operational Readiness Assessment (CORA)
Basic Qualifications
• Typically requires a BA degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience
• Knowledge of NISPOM, Intelligence Community Directives (ICDs), Defense Information Security System (DISS), eQIP and relevant SEVNAV instructions
• Prior experience using DISS or other government personnel security authoritative systems
• Knowledge of MS Excel, PowerPoint and other MS tools
• Ability to work independently and in a team setting to accomplish program goals
• Technical knowledge of electronic physical security systems including the Lenel access control system
• Knowledge and use of intrusion detection systems (IDS)
• Proven success integrating physical security measures into complex environments in conjunction with maintaining life/safety requirements
• Ability to interact effectively with all levels of personnel both internal and external via verbal and written communications
• U.S. Citizen currently possessing an active DOD Top Secret security clearance
Preferred Qualifications
• Accreditation/certification in personnel, industrial and/or physical security (ISP, PSC, etc.)
• Experience working at US Government locations
• Prior experience supporting Navy Marine Corp Intranet (NMCI) and/or other networks
• Self-starter, with ability to establish priorities, resolve immediate security issues
• Experience working in National Background Investigation Services (NBIS)
