Services to be provided include but not limited to the following:Program Disbursements Monitoring1. Assist in the documentation and monitoring of Quarterly Spending Authority and Monthly Commitment and Disbursement Reporting(MCDR) from approval through disbursements, including but not limited to:a. Processing MCA Quarterly reports and MCDRs, monitoring and validation of quarterly disbursement request letters, and assisting in monitoring of disbursement and obligation activity.b. Analyze and compare quarterly spending authority to actual transactions2. Assist in the grant accrual estimates methodology for calculation and validation3. Review and monitoring financial transactions within the Oracle system completed by the SSP and provide guidance/feedback to team lead for approval.Support THE AGENCY’S accountability and transparency efforts1. Monitor THE AGENCY’S parent child relationship and recommend appropriate oversight of parent agency deliverables.2. Review current Oracle Sub-ledger accounting to ensure compliance with Treasury and other applicable regulations3. Perform Oracle reconciliations of Accounts Payables, Purchase Order and Federal Admin to the General Ledger4. Assist in report creation, validation and monitoring of internal and external stakeholder reports to meet business needs5. Monitor THE AGENCY’S’s financial and operational systems and programs and assist the organization in fulfilling program responsibilitiesEnsure data accuracy1. Validate and analyze programmatic information system data as it relates to the agency general ledger and external financial reporting2. Develop and implement account relationship testing3. Serve as technical expert, resource and advisor to management officials and staff concerning a wide variety of accounting and financial management issues impacting THE AGENCY’S’s financial systems and operational programs.4. Work directly with IBC to manage OFFS issues and ticketing process and report to team lead on progress5. Under the direction of the team lead, manage the OFFS user population and licenses6. Assist project lead in the creation of process documents and programmatic scorecards for FMD functions7. Provide technical support in documenting other processes and generating reports as deemed necessaryQualificationsa. Demonstrated knowledge of Federal financial management, accounting and budgetary business processes, a minimum of three years of direct experience is requiredb. Demonstrated professional oral and written communications skills, including the ability to prepare technical documents that present information clearly, concisely, and in an easily understood format appropriate for the intended audience.c. A minimum of three years of experience as a financial consultant, accountant or auditor involving supporting and working with the federal governmental financial systems.d. Hands-on knowledge and understanding of Federal financial accounting standards and the U.S. Standard General Ledger (USSGL).e. Bachelor degree in accounting, business administration or relevant discipline is mandatory;f. Demonstrated Working Knowledge of the Treasury Financial Manual (TFM); OMB Circular No. A-136, Financial Reporting Requirements; GAO/PCIE Financial Audit Manual, and the Government Corporation Control Act.g. Demonstrated ability to communicate at various levels and work with a diverse groups of people and multiple stakeholders, internal and externalh. Demonstrated ability to work effectively in a team and support the leadership and team membersPreferred knowledge, skills and abilities:a. Experience with foreign development assistance.b. CPA and/or advanced degree in finance or accounting are strongly preferred.c. Advanced degree in accounting, business administration or relevant discipline.d.
