This hybrid position will require periodic client-site work. Applicants must reside within a commutable distance of Washington, D.C.
The Enterprise Architect will review and detect all aspects of the operational environment, including Network, Datacenter As-Builts, updated cabling diagrams, security services, ICAM, and vulnerability management. He/she will create and maintain a detailed technical baseline and configuration workbooks with all hardware and software and develop architecture policies, processes, and job aids along with recommended improvements and automation options. The Enterprise Architect will ensure these improvements align with the agency's organizational structure and processes. Their main duties include developing ways to integrate the agency's IT systems, creating and implementing an enterprise architecture model and recommending and implementing improvements to current internal functions and IT processes.

Salary Range: $146,000 - $205,000

RESPONSIBILITIES:
- Document the current state of all existing IT technologies, services, business processes, and functions for a government agency including:
- Detailed Operational and System Design Documentation (As Built), for all aspects of the operational environment, including Network, Datacenter As-Builts, updated cabling diagrams, and; to include all integrations
- Detailed Standard Operating Procedures (SOP) for all services and functions currently being performed, including roles, functions, and detailed process models
- Detailed configuration workbooks for all components throughout the environment; to include all network services, such as firewalls, DNS, DHCP, and AD
- Detailed configuration workbooks/security configuration profiles for all components throughout the environment; to include all security services, such as firewalls, AD, Scanning tools, identity capability and access management (ICAM), vulnerability management and logging tools
- Workflows, checklists, and user guides
- Provide a detailed technical baseline with all hardware and software, distinguishing what is used by, maintained by, or funded by the agency
- Develop, maintain, and improve architecture policies, processes, procedures, metrics, and job aids, like Standard Operating Procedures, Workflows, checklists, and user guides
- Conduct market analysis and study of alternatives for the acquisition of SaaS, COTS, Cloud services, tools, and other solutions available in the market to meet the client's required functional and computing capabilities
- Coordinate the execution of existing IT workflows that are specific to the development of systems and applications, use of SaaS, and inclusion of identified solutions into technical baselines and Agency-approved software lists to bring solutions to a successful Authorization to Operate (ATO)
- Develop, maintain, and mature EA Repository of IT assets by establishing a line of sight across architectural tiers and artifacts. The architect will accomplish this by collaborating with stakeholders, including the cyber security and privacy, CPIC, IT operations, application project teams, and others, as well as vendors and other federal agency contacts
- Support agency Enterprise Architecture Governance Framework compliance through participation in IPT's (Integrated Project Teams) and TRB's (Technical Review Board) by reviewing the solution delivery lifecycle project artifacts.
- Support and respond to requests for information, including the periodic publishing of system and application information
- Participate and lead technical reviews of legacy applications to help formulate architectural recommendations and guidance for migration or modernization in the Cloud (AWS and Azure) to help systems achieve a better Security posture, consistent with Zero Trust Architecture requirements
- Analyze and establish system information requirements for use in the development of enterprise-wide or large-scale information systems
- Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces
- Ensure systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and ISO reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of information management solution of the application platform, across the Application Program Interface (API), and the external environment/software application
- Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models
- Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action
REQUIRED EXPERIENCE & SKILLS:
- A minimum of 15 years of experience in information technology with a minimum of five (5) years' experience of combined Enterprise Architecture and Systems Administration and application of EA Frameworks (e.g., DoDAF, TOGAF, FEAF)
- Familiarity with the AWS Well-Architected Framework (AWS and Azure)
- Experience using or maintaining a repository-based architecture tool
- Experience working with open systems architectures
- Experience in modeling and graphic representations
- Experience with current and emerging technologies across multiple domains including network, database, endpoint, virtual computing, and cloud computing
- Experience with technical designs, frameworks, and implementations
- Experience with information technology, enterprise, and solutions architecture best practices
- Excellent verbal, written, graphical, and interpersonal communication skills
- Experience with working in multiple, concurrent projects
- Experience working in an agile, team-oriented, collaborative environment
- Strong analytical, problem-solving and decision-making capabilities
- Demonstrated professionalism in providing client support, including the ability to exercise good judgment, discretion, tact, and diplomacy
- Sound business ethics, including the protection of proprietary and confidential information
- Ability to work with all levels of internal staff, and outside clients and vendors
PREFERRED EXPERIENCE & SKILLS:
- Experience working with federal agency offices including the Office of Management and Budget (OMB)
- Experience with NIST-53 Cyber Security Standards, Open Systems Interconnection (OSI), ISO reference models (IEEE) Open Systems Environment reference model
- Experience with Linux and Windows environments
- AWS and/or Azure Certifications
- Experience, or familiarity with Zero Trust Architecture
EDUCATION:
- Bachelor's degree preferred, preferably in Computer Science, Information Technology, or a related field. Experience may be substituted in the absence of a degree.
