Job Summary

Operate the two-way base station radio communications system, receive incoming calls regarding emergencies or non-emergency assistance, determine situation and level of priority, and dispatch units in accordance with established procedures and notify appropriate personnel.
Essential Functions

Responsible for operating the district two-way radio communications system. Receive incoming telephone calls regarding crimes, disturbances, fires, medical or police emergencies or non-emergency within the College District and general public. Determine situation and level of priority and dispatch police officers and security personnel to situations requiring police intervention or assistance. Relay information and messages from emergency sites to officers and emergency response personnel or other law enforcement agencies. Maintain contact with caller until responders arrive. Handle inquiries from officers on stolen vehicles, vehicle registrations, and request for traffic and criminal warrant checks on individuals.

Provide onsite technical support to the Police Department. Enter, update, and retrieve information from the National Crime Information Center (NCIC) and Texas Crime Information Center (TCIC) network and computerized data system. Maintain recorded details of telephone calls, radio, dispatches, and messages. Receive, mark, and store evidence for officers on pending criminal cases. Issue and collect vehicle and facilities keys to officers, security guards, faculty, staff, and custodial personnel.

Observe and reset the building intrusion detection and alarm system and card reader system. Perform surveillance using the video surveillance system which includes parking lots, buildings, vehicles, and individuals and dispatch officers to perform onsite surveillance as necessary.

Provide onsite clerical support by maintaining a variety of logs. Track room request activities, property control records, and inventory of police department property. Process and log background checks and assist with coverage of front office when short staffed. Issue temporary parking permits and equipment to students with disabilities. Receive and issue lost and found property and answer district phone calls after normal business hours.

Perform other duties as assigned. In-person work on campus is an essential function of this position.
Qualifications

Required Qualifications:

1. High School Diploma or equivalent and three (3) years of related experience.

2. Certified in Law enforcement information databases: National Crime Information Center (NCIC) and Texas Crime Information Center (TCIC) database, National Law Enforcement Telecommunication System (NLETS) by State agency or be certified within twelve (12) months from the date of employment.

3. Ability to communicate effectively, both oral and written.

4. Ability to use two-way radio communications systems.

5. Strong interpersonal skills.

6. Ability to analyze complex or difficult situations quickly, objectively, and act accordingly.

7. Ability to cope with situations firmly, courteously, tactfully, and with respect for others.

8. Must be a U.S. citizen.

9. Must successfully pass a thorough, comprehensive background investigation. *Failure to turn in required documents on checklist will result in disqualification.

10. Must successfully pass a fingerprint check by the Department of Public Safety (DPS) and the Federal Bureau of Investigations (FBI).

11. Must submit a copy of Military Discharge Form (DD-214), if applicable.

12. Must not have any criminal convictions as mandated by TCIC, NCIC, NLETS.

13. Must pass a psychological and drug screening as required by Texas Commission on Law Enforcement (TCOLE) or El Paso Community College.

Special Conditions:
1. This is a security-sensitive position as defined under the Texas Education Code, Section 51.215; the successful applicant will be required to undergo a criminal background check, as permitted and/or required by applicable law, and in accordance with the College's policies and procedures.

2. Position requires working day shift, evening shift, graveyard shift and extended work hours to include weekends and holidays.
