Leidos Health & Civil Sector Capture Excellence Group is seeking a Capture Manager to lead and support high-performing teams responsible for securing existing and winning new business opportunities across the Sector. Our Health & Civil Sector is a highly successful organization of over 12,000 people and $4B in annual revenue. The Sector delivers unique capabilities in the areas of public health, care coordination, life and environmental sciences, mission software systems, and transportation. The ideal candidate will have previously served as a capture manager and have proven experience winning $50 to 200M+ awards from US Government customers in health-related offices [e.g., NIH, Centers for Disease Control (CDC), Defense Health Agency (DHA), Veterans Administration] and/or civilian agencies (e.g., NASA, Department of Energy, Department of Commerce, Department of Justice, etc.).

This position offers the opportunity to become an active member of highly visible and strategic team at the Sector level. Successful candidates will have the ability to conceptualize a vision for winning, be able to develop a capture plan that implements the vision and translates into win themes, can adjust the vision as the procurement unfolds, and focuses and manages the capture activities and team (internal and external) to achieve the vision through final proposal submission. In addition to the primary focus of the role, you will benefit from exposure to other customers, markets, and technologies across other Sectors. This role is highly visible to senior leadership.

Responsibilities:
The Capture Manager is responsible for developing and supporting the execution of the Sector's overall capture strategy associated with an approved pursuit effort to increase the win probability of growth opportunities. This includes working closely with account managers and the responsible business development or marketing lead, supporting the transition from opportunity identification into capture efforts, assembling a capture team, managing the capture team to successfully bid and win contracts, contacting and interfacing with existing and new clients and partners, communicating the organization's core capabilities, establishing internal and external teaming, and managing bid and proposal funding. Additional responsibilities include working collaboratively with team members regarding solution design, process and/or approaches; leading opportunity gate reviews, black hat sessions, win theme and discriminator workshops, proposal and program reviews, and lessons learned activities; communicating status, resource needs, capture strategy, and recommendations to executive leadership; overseeing the proposal phase of the opportunity to ensure successful delivery to the client; and contributing feedback and innovative ideas to the team in support of continuous improvement.

Basic Qualifications:
  • Bachelor's degree and 10 years of related experience. Additional experience may be considered in lieu of a degree.
  • Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, in order to respond to and win business with new and existing customers
  • A proven track record of successful capture management and winning $50-200M+ competitions with US Government customers.
  • Experience leading teams in a matrixed environment (ability to work through others, and get results from teams that do not report directly to you)
  • Ability to lead local and geographically dispersed teams.
  • Strong verbal communication skills
  • An ability to relate concepts and plans to their financial outcomes
  • Demonstrable understanding of all contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus)
  • Willingness to travel to other U.S. cities to support customer visits and strategy workshops. Estimated up to 25% annually as required.
  • Ability to use automated tools such as Microsoft Office to present ideas, information, and reports.

Preferred Qualifications:
  • Completed professional training in Capture Management
  • Understanding of and existing relationships with US Government health-related offices [e.g., NIH, Centers for Disease Control (CDC), Defense Health Agency (DHA), Veterans Administration] and/or civilian agencies (e.g,., NASA, Department of Energy, Department of Commerce, Department of Justice, etc.).

The position will report to the Vice President, Capture Excellence. The position is located primarily in Reston, VA and requires support in either Reston or Gaithersburg proposal development facilities, as needed.

Pay Range: Pay Range $122,200.00 - $220,900.00
