DESCRIPTION
Michael Baker International is seeking an Environmental Water Specialist (EWS) to join our multi-disciplined transportation team based in our Indianapolis, IN, Northwest IN, or Chicago, IL office. A hybrid (home/office) work situation is also available with required attendance in the office as needed, therefore candidates should be within a reasonable commute to Indianapolis or Chicago. The EWS will work closely with Michael Baker's engineers, planners, and environmental scientists in other nationwide offices to deliver quality work to our clients.
The EWS will be responsible for executing and leading National Environmental Policy Act (NEPA) Categorical Exclusions, Environmental Assessments, Waters of the US identification, delineation, impact assessment, and technical documents in accordance with USACE Manuals/Supplements, Nationwide, Regional, and Individual 404 permits: INDNR and IDNR 401 permits, and applicable County stormwater ordinance requirements.
Senior EWS's typically serves as an Environmental Lead or Task Manager for NEPA impact assessments/deliverables including public involvement, cultural resources/Section 106, Section 4(f)/6(f), INDOT RFIs, IDOT ESRs, and WisDOT CECs, administrative record, environmental commitments, special provisions, progress reports, DOT and agency submittals. In addition, the EWS coordinates with other teams in the region for workshare as needed, participates in marketing and business development efforts to identify, position for, and secure new opportunities.
Candidates should be detail-oriented, have the capability to identify, understand, solve complex issues, ability to successfully plan and meet scope, budgets and schedule goals, an intimate knowledge of environmental regulations, permitting, policies, and protocols, and extensive experience working with Federal, State, County, and Municipal agencies. The successful candidate must have excellent professional credentials, a broad skill set, comfortable in client, agency, and public involvement meetings, adhere to quality control company policies, and successful completion of client's requirements.

The approximate compensation range for this position is $72,207- $118,858 per year. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.

Essential job duties and responsibilities include:
- Prepare NEPA Categorical Exclusions (CE), Environmental Assessments (EA), Environmental Impact Statements (EIS), technical studies, reports and permits for federally funded projects.
- Technical Lead/Task Manager for ecological, wetland, and stream impact assessments, and permitting, for various transportation project types and sizes in IN, IL, and other locations.
- Experience with federal, state, and local regulations regarding streams and wetlands within the Midwest region including Floristic Quality Assessments.
- Collecting and compiling quantitative and qualitative data to prepare reports, maps, and related graphics and facilitation of public meetings as a member of the project team.
- Conducting field evaluations and assessments, researching regulations and standards, developing reports, technical and QA/QC reviews, and final deliverable submittals.
- Conferring with resource agencies, transportation officials, design engineers, and other technical specialists to devise and recommend the appropriate transportation decisions.
- Development, oversight, and adherence to project scope, schedule, budget, and contracts.
- Senior EWS includes staffing coordination, mentoring junior staff, and other duties as assigned.
PROFESSIONAL REQUIREMENTS
- Bachelor's degree in environmental science, engineering, or a related field required
- Technical expertise in the NEPA process, wetland/stream assessments, permitting, and one or more of its disciplines required
- Experience with the highway/bridge sector is strongly preferred.
- Minimum of 5-10 years of relevant environmental experience including progressive supervision and leadership responsibilities required
- Ability to conduct research and prepare statistical planning reports on NEPA actions with an understanding of land use, environmental, and social and economic possibilities/constraints
- Excellent oral and written communication skills required for preparing and presenting planning reports and projects
- Strong analytical skills and the ability to work independently as well as in multi-disciplinary teams
- Experience with Word, Excel, PowerPoint, Google Earth, Adobe, or Bluebeam
- Ability to accommodate moderate travel

PREFERRED QUALIFICATIONS:
- One of the following:
- Professional Engineer (PE) or Professional Geologist (PG), Professional Wetland Scientist (PWS) or Certified Wetland Specialist (CWS)
- Experience in any of the following will be viewed as a plus:
- ESRI ArcGIS
- Planning & Environmental Linkage studies
- Environmental Justice
- Monitoring / management of superfund sites
- Strategic teaming relationships and business development acumen
- Experience and relationships with one or more of the following:
- City of Indianapolis
- Counties or municipalities in Indiana
- Northeast Illinois counties and/or City of Chicago
- Involvement and/or leadership in national professional organizations
