PSI Pax, Inc has an exciting opportunity for a Senior-Level Financial Analyst with comprehensive knowledge of DoD/Navy and Foreign Military Sales (FMS) business and financial management processes and experience to support our customer located in Patuxent River, MD.
Functional Description:
Provides FMS financial and/or accounting support to the government FMS IPT Lead, Business Financial Manager (BFM), and other organizational support elements and activities. Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Assists with development of appropriate acquisition documentation for FMS products and services. Utilizes Navy ERP to perform financial execution functions and MISIL to track all commitments, obligations, and expenditures for FMS case funds. Provides support to a variety of management activities, corporate initiatives, special projects, and data calls, which could have significant impact on the organization and its business operations. Job Functions:
- Analyze information from MISIL, DSAMS, SCIP, Navy ERP, or other FMS case management and financial systems or tools, and case files.
- Prepare financial reports, ledgers, and document tracking logs. Analyze financial information in program planning documents and processes.
- Provide recommendations to ensure FMS cases are not over obligated or expended.
- Utilize Navy ERP for financial planning and execution of funds.
- Prepare background information to justify program financial requirements.
- Analyze financial information in program planning documents and processes.
- Conduct financial and risk analysis.
- Identify and evaluate financial risks associated with commitments, obligations, and expenditures; reconcile FMS cases utilizing MISIL and DIFS.
Qualifications
- Seven (7) to Ten (10) years of experience in financial analysis with Navy or other DoD programs.
- Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), and PPBE process.
- At least five (5) years of Navy-ERP experience is required.
- MS Office Suite proficiency.
- Active Secret Security Clearance.
Education / Training Requirements & Certifications:
- Bachelor's degree in Management Information Systems, Business, Accounting or Finance.
