BB&E is seeking a dynamic and detail-oriented Project Manager to join our team, providing technical support in support of the Civil Engineer Project Management Body of Knowledge at the Air Force Civil Engineer Center (AFCEC), located at Joint Base San Antonio (JBSA)-Lackland, TX.

Position Summary
BB&E is seeking a dynamic and detail-oriented Project Manager to join our team, providing technical support in support of the Civil Engineer Project Management Body of Knowledge at the Air Force Civil Engineer Center (AFCEC), located at Joint Base San Antonio (JBSA)-Lackland, TX.
Job Duties & Responsibilities
- Provide technical support in support of the Civil Engineer Project Management Body of Knowledge to include assisting in development, update, and coordination of Unified Facilities Criteria (UFC)/Facilities Criteria (FC), Unified Facilities Guide Specifications (UFGS), Department of Air Force Instruction (DAFI)/Air Force Instruction (AFI), Installation Facilities Standards (IFS), Air Force Pamphlet (AFP), Air Force Handbook (AFH), Department of the Air Force Manual (DAFMAN), playbooks, and Task Order design and project management guidance
- Provide expertise in project management, specifically related to Construction Management Information System (CMIS) implementation, and project management process standardization
- Provide ongoing support in evaluating, documenting and troubleshooting technical problems for installations as required
- Update Project Management community websites
- Consolidate, track, and respond to comments received from other organizations
- Provide support for facility project programming documents including scope verification/refinement, cost estimate reviews, and editing/drafting revised documents
- Assist in preparation and delivery of presentations on training programs and courses in the Project Management subject area of expertise
- Assist in documenting program files, organizing files and providing administrative support, such as updating and maintaining technical support resources in CE DASH
- Provide CMIS Implementation Support:
- Collaborate with the project team to assess the existing NexGen IT system
- Assist with authority to operate (ATO) process management
- Provide recommendations for optimizing future CMIS processes
- Assist in the implementation of CMIS enhancements or updates
- Ensure data integrity and accuracy within the CMIS
- Conduct UFGS reviews; review UFGS & UFC documents as required (20-25 reviews annually); identify discrepancies, inconsistencies, or gaps; suggest revisions or improvements to align with industry standards
- Oversee Project Management Standardization; evaluate current project management practices; develop standardized templates, processes, and guidelines
- Facilitate training sessions for project managers on various project management topics (2 Bootcamp [3-day training workshop] and 10-15 [1 ½ hr. sessions annually])
- Perform 10-15 annual site visits; offer expert advice on project-specific challenges; collaborate with other SMEs as needed
- Assist with response, coordination, documentation and recommended responses of 100-125 CE DASH requests annually
Key Qualifications
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
- Knowledge:
- In-depth knowledge of federal, state, and/or local regulations and statutes, Department of the Air Force and Department of Defense (DoD) regulations
- Demonstrated technical expertise for criteria development and review including Engineering Technical Letters; UFC; UFGS; and AFI, pamphlets and handbooks
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: Minimum of 10 years' experience overseeing/and or:
- Providing management of DoD construction projects
- Development of technical specifications, design and construction documents, and operating instructions
- Application of building codes and DoD criteria governing the design and construction
- Education: Accredited Associates degree or higher in design or construction industry related field is required
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
