Job Description

The Senior Specialist for Contract Change is accountable for supporting key aspects of the contract management lifecycle including development, compliance, maintenance, and change with focus on three main areas for the River Class Destroyer (RCD):

1. Change Management - Facilitate and support the RCD Project team for proposed changes to the Prime Contract and corresponding Subcontract requirements for the CSC contract change process, including the introduction of all new work into the Prime Statement of Work (SOW) and Subcontractor SOW.

2. Requirements Management - Provide support and guidance to the RCD Project team to effectively implement RCD strategy to manage and maintain, using IBM DOORS, the work requirements and traceability of ISI's Prime SOW requirements to all ISI subcontractor SOWs, including the requirements of the procurement packages used to bring RCD suppliers on contract.

3. Process Improvement - Utilize programming language and intelligence tools to automate and streamline operations.

Responsibilities

  • Lead RCD Contract Change Proposal (CCP) process, including administrative support and review of CCP submissions through to the Contract Change Board with final approval from the customer.
  • Review of Subcontractor's Change Order Proposals (COPs), including the incorporation of Engineering Change Proposals into the overall change process to ensure alignment.
  • Support to RCD PM team to ensure impact assessments completed for proposed changes are comprehensive.
  • Manage the administration and maintenance of the Prime Contract and Subcontract SOWs within Project tool, IBM DOORS, including the execution of all COPs/CCPs while maintaining traceability between the SOW and all Contract artefacts.
  • Provide support to the wider Supply Chain, Commercial and Contracts function in the development of process improvement solutions that make use of Excel/VBA, or similar programming to automate procedures, processes and reports.


Qualifications

  • Education: Bachelor's Degree in related discipline (e.g. Business, Law, Engineering) or equivalent years of professional experience.
  • Experience: 5+ years in contract management, project management, or configuration management.
  • Professional knowledge of complex contracting, preferably construction or manufacturing environments or Defence industry.
  • Familiarity with the shipbuilding industry and defense/government contracts would be considered an asset.

All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).
