DutiesProvides executive leadership and direction in the formulation, development, and execution of assigned OSHA-related program functions that are carried out by subordinate employees working under the supervision of Office Directors in the following offices: Office of Management Operations, Office of Training and Education, Office of Financial Management, Office of Technology Assistance, and the Office of Audit.Develops goals and objectives that integrate organization, resource management and financial management objectives. Establishes, revises, or reviews OSHA policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.Participates in establishing, revising, and updating agency policy and plans for the accomplishment of OSHA administrative programs, and providing advice concerning the implications of major administrative program decisions and recommendations which affect the needs and priorities of national and field components and of participating state-plan states.Provides advice on the assigned administrative and management programs and overall agency concerns related to proposed legislation, major changes in OSHA program policies, long-term planning, major reorganizations, significant reprogramming requirements and similar matters, all of which affect DAP responsibilities.Maintains working relationships with entities outside OSHA, such as administrative officers in other DOL subagencies and other federal agencies, academic, State plan and consultation partners through grants oversight and management, and stakeholders and interested members of the general public to promote the agency's programs and available services.Requirements Conditions of EmploymentConditions of EmploymentMust be a U.S. citizen.Must meet Mandatory Technical Qualifications and Executive Core Qualifications.Must complete one year SES probationary period if not previously covered.Subject to financial disclosure requirements.Appointment to this position may require a background investigation.If selected, the candidate must receive approval from OPM's Qualifications Review Board in order to be appointed to the SES. Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service). Applicants must meet all legal and regulatory requirements. QualificationsCandidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. NARRATIVE RESPONSES TO ECQS MUST NOT EXCEED 10 SINGLE-SPACED PAGES. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.Demonstrated capability to integrate and organize strategic goals into program operations. Experience overseeing the development, interpretation, and analysis of complex data, regulatory strategy, and policy guidance for program operations.Experience providing recommendations and advice to senior leadership on complex issues, such as workplace safety and health training, grants management, and administrative services.
