Senior Financial Analyst:
The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.
Job Description:
This position will act as a liaison between the Budget Office and assigned HOC Divisions/Departments for the purpose of planning, organizing, developing, and coordinating the formulation and monitoring of various agency budgets, for controlling funds across entities to implement the performance objectives of the programs and organization, and analyzing past and present financial operations to project future revenues and expenditures. Will assist with research and formulation of responses to inquiries concerning budget comparisons and analyses on a monthly, quarterly, and annual basis, and prepare adhoc analyses as needed.
An employee in this position is expected to be capable of controlling all aspects of the work assigned within the limits of agency objectives and available resources in consultation with the supervisor. The nature of the work requires the employee to interpret existing guidelines and make recommendations based on an analysis of the situation.

Minimum Qualifications:
Experience:
- At least Five (5) years of increasingly responsible experience in budgeting or financial analysis.
- Experience in property management, real estate, or related fields with emphasis on the public sector desirable.
Education:
- Graduation from an accredited college or university with a Bachelor's degree in finance, accounting or a related field, Master's degree preferred.
- An equivalent combination of education and experience may be accepted. Low income residents in Montgomery County with the above qualifications are encouraged to apply.
Knowledge Skills and Abilities:
- Extensive knowledge of spreadsheets, databases, and computerized accounting systems.
- Highly developed analytical skills including the ability to create complex spreadsheets and financial analyses, especially in Excel and Yardi.
- Must be proficient in Word, Excel, & PowerPoint (must be able to manipulate data).
- Must possess excellent written & oral communication skills.
- Ability to deal tactfully, effectively, and equitably with people.
