Health Solutions is seeking a Compliance Analyst/Proposal Writer, a hybrid of two roles.

As a Compliance Analyst you will provide guidance to verify that proposals align with the RFP instructions (Section L), evaluation criteria (Section M), and PWS/SOW (Section C). Working in the Proposal Research Writer role, you will provide support early in the proposal development process researching background information to compile written content ensuring the information is clear, concise, and compliant in accordance with RFP requirements adhere to client requirements and align with strategic objectives.

The successful candidate must thrive in a fast-paced and deadline-driven environment while maintaining attention to detail and driving organization and structure throughout cross-functional teams. The ideal candidate will be interested in cross-training to be able to understand and support all aspects of proposal development, particularly resume development including tailoring resumes to specific RFP requirements ensuring key words, requirements, and qualifications from the RFP are showcased throughout the resume.

This position is primarily tele-work, with the expectation to be onsite in our Reston, VA headquarters for large proposal efforts or ad hoc when needed. Support to the capture and proposal team may occasionally be required in other office locations around the D/M/V area.

Primary Responsibilities:
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs) and create and maintain a compliance matrix and proposal outline
  • Review proposals at each stage of the color review process (e.g., AMU's, Initial Draft, Red Team) to ensure compliance with RFP requirements (Sections L, M, C [SOW, SOO, PWS, etc.]) across all proposal volumes.
  • Provide detailed comments/suggestions to help writers enhance their assigned sections and to bring into compliance.

Basic Qualifications:
  • Bachelor's Degree with 8+ years of professional experience or Master's Degree with 6+ years of experience.
  • Excellent writing, communication and organizational skills.
  • Understanding of proposal responses or experience working as proposal coordinator, manager, or writer responding to Federal Government solicitations.
  • Proficient in Microsoft Word, Excel, and PowerPoint, and basic understanding of SharePoint repositories.
  • Strong work ethic and desire to excel and keep growing over time.
  • Ability to manage workload with limited supervision and work as needed to meet deadlines (nights, weekends, and holidays at times)
  • Self-starter with the ability to work independently on geographically disparate teams.
  • Willingness to support team members and cross-train to provide back-up support.

  • Ability to multi-task and work in a dynamic, fast-paced environment.
  • Limited travel to various locations around the Washington Metro Area during proposal efforts may be required.

Pay Range: Pay Range $101,400.00 - $183,300.00
