Change Management Specialist for Design Build Contract

How will you contribute to the team?

To perform this role successfully, the candidate will be responsible for but not limited to the following:

Reports to the Deputy Project Manager and indirectly to Resident Engineer. Must be able to work under stress in a fast track Design Build railway project.
  • Prepares and reviews material take offs from planning documents or engineering drawings.
  • Prepares detailed breakdown of components and elements of estimates for systems and subsystems.
  • Serve as primary point of contact for the estimating team and liaise with the Design Builder's contracts and change management groups.
  • Prepares and reviews material take offs from planning documents or engineering drawings.
    Prepares conceptual and comparative estimates from preliminary sketches.
  • Reviews contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes.
  • Performs accurate quantity takeoffs of available design documents.
  • Assists senior staff in ways to make projects more efficient. Seeks ways to improve accuracy and efficiency of the processes.
  • Maintains and updates data library of estimates.
  • Must be highly articulate, have clear and logical approach to problem solving, and strong decision-making abilities.
  • Prepares detailed breakdown of components and elements of estimates for systems and subsystems. Create and present reports to upper management.
  • Provide support to the Project management team to administer the contract between Sound Transit and Design Build Contractor.

What will you contribute?
  • Bachelor's degree in Quantity Surveying, Engineering or Construction Management.
  • Minimum of 15+ years' experience preferably in heavy civil/infrastructure/transportation projects.
  • Experience in heavy civil construction/railway estimating minimum 8 years.
  • Experience creating detailed estimates for railroad construction projects pertaining to but not limited to work associated with track laying machine, electric traction, interlocking replacement/renewal, communications and signal and high-speed rail environment.
  • Highly organized and ability to process multiple estimate reviews in parallel.
  • Some experience in contract administration.
  • Good knowledge of change management principles, methodologies and tools.
  • Demonstrated proficiency estimating formats.
  • Proficient in benchmarking and change management.
  • Negotiation experience with Design Build Contractors.
  • Strong hand on experience with MS Office tools.
  • Strong interpersonal skills in order to work effectively with peers, management, DB Contractor and Sound Transit.
  • Proficiency in English (spoken and written).
