Summary This Program Specialist position at the Central Arkansas Veterans Healthcare System will be assigned to the Chief of Staff's Office and are under their direct supervision. The Central Arkansas Veterans Healthcare System consists to serve Veterans across the staff of Arkansas including all the Community Outpatient Based Clinics. Responsibilities Duties include but are not limited to: Provides oversight of the daily operations of the assigned PENTAD members office. Serves as subject matter expert for all administrative processes, providing guidance and training on administrative policies, procedures, and common rules of written correspondence. Draft's memorandums, coordinates conferences, including preparation of agenda, notification of participants, and arranging luncheons and similar matters. Oversees processes to ensure a smooth flow of communication between the leadership and staff. Provides education on administrative policies and procedures as needed to hospital staff. Establishes work priorities; organizes flow Page 2 of 4 of clerical and administrative processes to meet deadline conflicts and duplications. Other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: For GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with Timekeeping. Experience using office automation programs such as Microsoft office including excel. Experience with scheduling and managing calendars, making travel arrangements and transcribing minutes for meetings. NOTE: This experience must be supported by your resume to be creditable and must include job title, duties, month and year start/end dates AND hours worked per week OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education OR have a bachelor's degree with superior academic achievement. This education must have equipped me with the knowledge, skills and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. OR, Education: I have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
