Primary Purpose

Under the direction of the Director, Procurement, responsible for the programmatic management, personnel administration and oversight of DASNY's Procurement and Opportunities Group and all related procurement and contracting related functions, including the development, recommendation and implementation of procurement policy and guidance to DASNY Staff and clients. Duties are characterized by a high degree of autonomy while exercising independent professional judgment and discretion.

Essential Functions

  • Responsible for the management and oversight of the day-to-day operations of DASNY's procurement units and all associated and related functions (professional services, construction contracts, job order contracting, purchasing).
  • Exercise professional judgment and discretion in evaluating available procurement and contracting methods and determining and implementing the most appropriate procurement method to best achieve the policy and programmatic goals of DASNY and its clients.
  • Analyze applicable procurement statutes, rules, and regulations, including DASNY's procurement policy and guidelines and make procurement policy recommendations on behalf of DASNY staff and its clients.
  • Responsible for continuous review, development, and implementation of DASNY and industry procurement practices to ensure that a complete and accurate procurement record is maintained.
  • Responsible for continuous review of procurement policies and procedures for applicable DASNY procurements, including the assessment and identification of procurement risk.
  • Responsible for recommending, developing, and implementing any modifications or updates to procurement procedures and the development of appropriate internal controls. Responsible for DASNY staff training regarding same.
  • Supervise staff, assign workload and allocate staff resources in compliance with DASNY policy and position descriptions, and administers the applicable collective bargaining agreement within the unit.
  • Comply with, and ensure that procurements comply with, all applicable federal, New York State, DASNY and Procurement Unit regulations, statutes, policy and procedures.
  • Identify and make available appropriate or relevant training opportunities for DASNY staff to ensure staff has adequate training and knowledge of current procurement practices and DASNY policies and procedures.
  • Coordinate the efforts of Procurement staff with other DASNY units and clients in the review of on-going procurement opportunities, schedules and deliverables.
  • Evaluate and recommend resolution to procurement and/or contract related disputes that may arise with clients, vendors, contractors and project site personnel.
  • Participate in discipline, grievance, collective bargaining and other employee relations matters affecting the Purchasing unit.
  • Handle disciplinary matters and assist in handling grievances and disciplinary measures in accordance with applicable collective bargaining agreements.
  • Responsible for continuous review of procurement contract boilerplate and related forms and for the recommendation addition, alternations, and/or modifications based on current procurement and business practices.
  • Review all staff reviews of procurement and contract awards and recommend further action as required.
  • Collaborate, assist and coordinate with Opportunity Programs staff throughout all phases of DASNY procurements to further develop, integrate, implement and enhance NYS and DASNY policy objectives to encourage and further MWBE and Service-Disabled Veteran-Owned Business (SDVOB) participation as set forth in Executive Law Article 15-A and Executive Law Article 17-B.


Other Duties and Responsibilities

  • Supervise, train and evaluate employees.
  • Ensure supervisors meet their obligations in the supervision, training and evaluation of their staff.
  • Participate in collective bargaining and other employee relation matters affecting the Procurement unit; administer and ensure adherence to applicable bargaining agreements.
  • Undertake special assignments as directed.
  • Must maintain regular attendance in accordance with DASNY attendance and leave policies.
  • Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).


Supervision

Supervision of employees is required.

Physical/Mental/Visual Demands

Occasional travel is required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Must be available to occasionally work a modified work schedule or extended workday hours.

Work Environment

Standard office environment, using one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.

Minimum Qualifications

Bachelor's degree plus seven years of relevant experience and at least four years' experience supervising and evaluating professional staff.

Preferred Qualifications

Master's degree in Business, Public Administration, or related field plus eight years progressively responsible experience in the administration of the procurement of materials, equipment, supplies and services on behalf of a significant public entity or private organization and at least six years progressively responsible supervisory experience, including responsibility for the direct supervision of professional level employees, including hiring, monitoring and evaluating performance, and providing verbal and written performance evaluations to those employees.
