The Commercial and International (C&I) Sector within the Leidos Corporation has an opening for a Chief Engineer. In this role, you will grow and manage the Engineering function within the C&I Sector, coordinating across the Leidos enterprise to ensure application of engineering discipline and rigor throughout the system lifecycle, as well as flawless program execution and increased efficiency.

This leadership position demands a seasoned professional with a proven track record in commercial and defense markets, both domestically and internationally. Expertise in foundational technologies including Artificial Intelligence (AI) and Machine Learning (ML), Cybersecurity, and Digital Engineering is necessary to help the Sector scale efficiency while reducing risk.

Primary Responsibilities:
• Define and manage the overall systems engineering, model-based systems engineering, reliability engineering, and digital engineering efforts across the Sector
• Define, maintain, update, and execute rigorous systems engineering tools, processes, and resources in all Sector Business Areas - and drive technical innovation into these areas
• Ensure proper engineering discipline, rigor, reporting, and focus in Sector solutions, and support planning for new business opportunities
• Provide hardware and software engineering to support production and manufacturing, logistics, maintenance, and sustainment (LMS) in commercial and international environments
• Provide engineering resource and talent planning
• Actively participate in the definition and implementation of the long-term engineering strategy aligned to the Sector and Corporate Technology Strategies, and the ever-evolving set of Sector and Corporate goals.
• Collaborate with Sector Management, Office of Technology (OOT)/Chief Technology Officer (CTO), Growth, and Line Leadership to execute our strategies and to further Sector business goals.
• Support Sector Manufacturing Leads with appropriate engineering processes and procedures.
• Active participation in the Capture Process to include writing and reviewing proposal material. Manage and execute peer-reviews throughout the business lifecycle, ensuring adherence to engineering processes and proactively identifying and mitigating risks.
• Collaborate on all engineering matters within the Sector and with any organization within Leidos.
• Develop and mentor a set of mid to senior level engineering staff to include providing career guidance and professional growth opportunities for high potential employees
• Collaborate with the CTO to further Leidos technical discrimination and growth goals with speed, scale, and security.
• Actively manage a diverse portfolio of Intellectual Property (including joint IP shared with commercial and government partners). Drive business differentiation through the use of patents, trade secrets, joint IP, and contact R&D.
• Collaborate with Growth and client-facing technical teams to understand customer needs, provide technical insights, and ensure alignment between technical solutions and customer/market expectations.

Basic Qualifications:
• Advanced (Ph.D. or Master's degree) degree in an Engineering or applicable Technical discipline from a recognized institution.
• Minimum of 15 years of technical leadership experience in both commercial and defense sectors. Proven track record of successfully leading large-scale, complex engineering projects.
• Experience managing multi-disciplinary engineering teams, integrated product teams, and working groups
• Experience driving innovation in the system engineering process and tools in areas like Model-Based System Engineering, Digital Engineering, and AI/ML
• Experience developing, enforcing, and improving engineering policy, standards, best practices, and management
• Experience working on international projects, with an understanding of global engineering standards and practices.
• Demonstrated analytical and problem-solving skills, with the ability to make sound decisions under pressure. Experience conducting technical and process trade studies and analysis of alternatives (AoA's)
• Understanding of International Traffic in Arms Regulation (ITAR) requirements, ability to collaborate with contract and legal advisors to enable compliant technology transition across international boundaries.
• Proven ability to manage and oversee over a rigorous system engineering process and tools to include requirements management, baseline management, risk management, configuration management, schedule management, verification and validation, and reporting
• Demonstrated experience in technical risk management throughout the system lifecycle
• Strong oral and written communication skills, along with public speaking skills
• Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of engineering execution
• Ability to mentor, lead, and promote talent

Desired Qualifications:
• Experience leading a globally distributed, highly technical workforce. Past history effectively navigating and bridging cultural differences within international teams, fostering a collaborative environment that promotes communication and understanding.
• Prior history helping programs "return to green" after faulty performance. Experience performing root cause analysis, re-baselining, and implementing new controls to assist in program recovery of schedule, cost, and technical baselines.
• Demonstrated performance managing a technical matrix - managing skilled resources spread across multiple projects, with shifting priorities.
• Familiarity and use of standard program management tools such as Integrated Master Schedule (IMS), Earned Value Management System (EVMS), etc
• Significant experience supporting capture activities to include chairing/participating in Gate Reviews, writing specific sections of proposals, and providing preliminary technical guidance for solutions
• Prior experience developing and implementing strategies for the recruitment, development, and retention of engineering technical talent, fostering a culture of continuous learning and professional growth.
• Understanding of various domestic and international policies and regulations in the defense and security product sectors relating to system accreditation, use of data/data privacy, and others. Experience ensuring compliance with emerging regulatory constructs.

Other Criteria:
• Work Location: Flexible (MD-DC-VA, AL, FL, MI, MA preferred)
• Ability to travel domestically and internationally. 25% travel required.
• US citizen who posses a USG SECRET Clearance
• US citizen with the ability to obtain and maintain a USG TS Security Clearance

Pay Range: Pay Range $207,200.00 - $333,000.00
