The Leidos Digital Modernization Sector has an opening for a Cyber Workforce Innovation Strategist Analyst to support one of our critical programs. The individual in this position will support the development and execution of an Implementation Plan to address shared equities across related communities represented in a complex organizational environment, requiring extensive coordination with key stakeholders from various federal organizations. To further execution of the Implementation Plan, the individual in this position will also participate in activities that support the Strategy (e.g., revision of Cyber Workforce Management Board Charter), DODI 8140 implementation (e.g., development of training for leaders and human resource practitioners, identification, and socialization of qualification requirements), and Cyber Excepted Service expansion.

Primary Responsibilities:
  • Support the development, coordination, and implementation of Department of Defense (DoD) Cyber Excepted Service (CES) initiatives and policies.
  • Develop associated CES supplemental guidance documents, issue papers, and products that facilitates successful CES implementation. Research and interpret title 5 and title 10 statutory and regulatory authorities on personnel matters; develop and revise CES policies and procedures; and respond to inquiries that impact the CES workforce.
  • Develop the CES Reporting Framework for DoD and Component-level reporting to Congress, Office of Personnel Management (OPM), DoD, DoD CIO, etc.) Leverage relevant Industry, Federal, DoD, and IC best practices to develop the DoD Program Evaluation policy and any supplemental guidance materials.
  • Develop a comprehensive strategic approach that utilizes CES to introduce and evaluate high-yield policies and authorities that DoD can adopt and scale into other critical skillsets facing similar human resources' (HR) challenges. Ensure the integration of CES policies and initiatives into overarching DoD Strategy and policy.
  • Review CES policies; maintain existing policies within the applicable DoD documents; assess the need to develop supplemental guidance and interpretive documents; and draft new policies, guidance, or applicable documents.
  • Assess current legislative authorities, potential changes, and Service's buy-in to develop courses of action (COA) that will establish and overarching CES approach. The contractor shall account for the CES Inclusion Process that is under consideration to expand CES implementation to additional DoD organizations. This process shall create opportunities for more agile recruiting, training, and retention capability for the Cyber Workforce.

Basic Qualifications:
  • Experience with or knowledge of federal Cyber Workforce Strategy and management.
  • Ability to develop and deliver clear, concise written artifacts related to a Cyber Workforce Strategy implementation plan.
  • BA degree and 15+ years of prior relevant experience or master's with 13+ years of prior relevant experience
  • U.S. Citizenship with an active Top Secret/SCI clearance.
  • Ability to work both independently and as part of a team.

Preferred Qualifications:
  • Excellent written and verbal communication skills.
  • Ability to interact with senior Government leaders, develop and present information/decision briefings.
  • Solid organization skills and attention to detail.
  • Experience with federal organization and interacting with senior civilian and military personnel.
  • Experience with organizational change management.

Pay Range: Pay Range $131,300.00 - $237,350.00
