The Senior Communications Specialist position may include Bids & Proposals Development, Design Coordination and Development, and Field Coordination for Telecommunications Passive Information Systems type projects. The specialist may be responsible for performing site surveys, developing proposal narratives, and cost estimates for projects. The specialist may be responsible for creating site survey reports, coordinating and designing inside and outside plant infrastructure, reviewing floor plans, enlarged plans, labeling plans, cable run lists, list of materials, and creating test plans to support the projects. The successful candidate should have a fundamental understanding of active communication systems which may include Unclass and Secure IT Network architecture, Alarmed Protected Distribution Systems, Security Systems, and Audio Visual Systems. The Senior Communications Specialist will be expected to self-perform the tasks listed below in addition to leading other team members with the activities:

Summary:
General
- Previous experience in working in the construction design/build engineering industry
- Previous experience in working on secure telecommunications passive information systems
- Project Requirements: Must be able to identify, coordinate, and develop project requirements and engineering documentation
- Knowledge: Must be able to demonstrate an understanding of Codes (NFPA or IBC), Standards (TIA), and Guidances (UFC, I3A, TEMPEST, ICD-705)
- Knowledge: Must be able to describe/explain/teach what the project's Telecommunications Passive Information Systems (PIS) design requirements are to junior engineers who are working on the project. Must be able reference the Codes, Standards, and Guidances when doing so
Bids & Proposals
- Proposal Development: Must be able to write Technical Narratives that describes M.C. Dean's approach to providing a solution that meets the customer objectives while considering the Codes, Standards, and Guidances
- Scope: Must be able to coordinate project scope between multiple disciplines and subcontractors to provide complete pricing for projects
- Cost Estimating: Must be able to use Excel based forms to develop cost estimates for projects to include Design Labor, Travel, and General Expenses
Design
- Site Surveys: Must be able to perform site surveys to identify the existing site conditions that may affect the design and installation of the Passive Information System. Must be able to coordinate with the customer design considerations and alternatives to achieve the desired product. Must be able to identify existing installation issues that may violate Codes, Standards, and Guidances. Must provide clear and intelligible notes to the CONUS engineering staff who will use this to develop the Installation Design Plan
- Site Survey Reports: Must be able write Site Survey Reports (SSR), in accordance with the customer's guidance. The SSR must clearly define the scope of the project and the existing site conditions that will enable or challenge the Telecommunications PIS from being designed and installed, the discussions had on site with the customers and installers, while also referencing the Codes, Standards, and Guidances
- Requirements Traceability Matrix: Must be able to identify/document/coordinate the scope requirements of the project to accurately describe our understanding of our responsibilities to our customers. Must be able to develop an engineered solution to the requirements that meets the Codes, Standards, and Guidances
- Installation Design Plans: Must be able to coordinate and accurately describe the existing site conditions and design intent with CONUS and OCONUS Design Engineers to create designs that accurately reflects the scope of the project, meets the Codes, Standards, and Guidances, and ensures that it is installable
- List of Materials: Must be able to coordinate and accurately describe the existing site conditions and design intent with CONUS and OCONUS Design Engineers to create list of materials using the correct materials and quantities
- System Operational Verification Test Plans: Must be able to write Test Plans, in accordance with the customer's guidance. The SOVT Plan must clearly describe the scope of the project and the components of the system that needs to be tested. This can include certification of the grounding system, pathways, backbone/horizontal cables. Must have knowledge on the operation of Fluke Networks cable testers and the certification requirements of the Codes Standards and Guidances
- Quality Assurance/Quality Control: Must be able to coordinate with the Design team to follow the Quality Control processes defined by our Quality Assurance Team
- Quality Assurance/Quality Control: Must be able to refer to the Requirements Traceability Matrix, Codes, Standards, and Guidances, and Manufacturer Instructions, to ensure that the Site Survey Report, Installation Design Plan, List of Materials, and System Operational Verification Test Plan meets the requirements of the project, is technically correct, and is constructable
Construction
- Installation: Must be able to coordinate the design documents with the installation team to ensure that they understand the scope and design intent
- Installation: Must be able to coordinate on site changes with the installation team to ensure that the scope of the project is delivered
- Close-out Documentation: Must be able to notate, describe, and coordinate field changes to the design engineer to develop As-Built Drawings
Preferred:
- BICSI Registered Communications Distribution Designer certification
- Prior training in Autodesk product suite
- Advanced working knowledge in REVIT and AutoCAD
- Field experience in installing telecommunication systems
Position / Candidate Requirements:
- Applicants selected will be subject to a government security investigation and may meet eligibility requirements, including U.S. Citizenship eligible for a TS-SCI
- Education:
- Twelve (12) years of Telecommunications Design/Build experience with a high school diploma/GED or
- AA/AS and 8-10 years of Telecommunications Design/Build engineering experience or
- BA/BS and 5-7 years' experience or
- MA/MS and 3-5 years' experience
- Must have a valid passport and be willing/able to travel to Europe up to 90 days within a calendar year (2-4 week trips)
- Must have good communications, time management, organization skills; strong attention to detail and experience working effectively with multidisciplinary teams to meet deadlines and quality objectives
- Must be able to efficiently use a computer and the Microsoft Products (Word, Excel, Teams, OneDrive, and SharePoint)
- Prior field installation and testing experience a plus
