Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrate expertise in shore facility management and infrastructure programs with the DoD, to include knowledge of planning, design, construction, alteration, inspection, repair, and maintenance of facilities and a working knowledge of DoD organization, policies, regulations, and guidance 2) Demonstrate expertise in developing agency policy guidance, decision support, and training guidance on Infrastructure Investments programs; 3) Demonstrate the ability to work complex technical issues, develop recommendations, overcome challenges, communicate change, and implement recommendations; 4) Demonstrate ability to work in a team, lead a team of subject matter experts, seek common understanding, and communicate common goals and 5)Demonstrate ability to plan, program, and justify project funding requests through all levels of review in the chain of command up to and including Congress. Salary range for this position in Silverdale, WA: $136,832.00 - $177,885.00 Salary range for this position in Jacksonville, FL: $122,198.00 - $158,860.00 Salary range for this position in San Diego, CA: $139,176.00 - $180,931.00 Salary range for this position in Norfolk, VA: $123,914.00 - $161,090.00 Salary range for this position in Pearl Harbor, HI: $127,397.00 - $165,619.00. Employees in Hawaii are also entitle to non-foreign COLA.
