This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

The successful candidate will be performing Product Owner duties to support the defining project scope and objectives for complex custom software development and COTS integration in an enterprise class web application environment. Principal responsibilities will include but are not limited to:
In collaboration with the Government Product Owner (when applicable):
- Builds, edits and maintains the team backlog
- Breaks down solution themes and epics into understandable stories, defects, and enablers
- Prioritizes backlog items based on user value, time and other team dependencies
- Reviews and reprioritizes the backlog as part of the prep work for Iteration Planning
- Coordinates dependencies with other Product Owner Liaisons
- Provides story detail and priorities during Iteration Planning
- Has responsibility of accepting the final iteration plan
- Coordinates with Scrum Master, Dev Team, Product Manager Liaison, Government Product Manager, Government Product Owner (when applicable)
- Coordinates with Architecture team to vet architectural requests
- Ensures receipt of stories/work/tasks from team regarding adherence to non-functional requirements for their application(s)
- Provides Just-In-Time story elaboration
- Applies Behavior-Driven Development
- Coordinates with Government Product Owner's to accept stories as done
- Provides Acceptance Criteria that assures quality and user expectations
- Understands enabler work and assists with the sequencing of that work
- Coordinates with the team regarding capacity allocation
- Participates in team demo and retrospectives
- Orchestrates the Systems Demo for value stream stakeholders
- Works across teams to define and implement improvement stories based on Inspect and Adapt events
- Ensures that teams demonstrate the most critical aspects of the solution to the stakeholders
- Bachelor's degree - Computer Science or Technical Journalism preferred
- At least 7 years' experience supporting software/hardware development efforts
- 10+ years of relevant work experience in lieu of a degree would be acceptable, especially if the experience is multi-functional (i.e., operations and development)
The successful candidate will have experience in the following:
- Strong technical writing skills, with the ability to concisely describe business requirements
- Ability to use a variety of software for creating UML diagrams and mockups as well as written documents for communicating (examples include Atlassian suite, Visio, ARIS, Word, Excel, and PowerPoint)
- Documentation of business requirements. Examples of documentation include business requirement specifications (BSR), context diagrams, use cases, and user stories
- Understanding of Web-based enterprise software, .Net Framework, C#, javascript, AJAX, and databases
- Working knowledge of database systems
- Understanding of user interfaces and most common approaches found in GUIs
- Presentation of requirements findings and mockups for review with sponsors and end users
- Ability to understand formulas used in financial calculations and to describe relevant workflows
- Ability to obtain a Public Trust.
- Experience working with a wide range of personnel, including business sponsors, product owners, government project managers, development teams, and end users at all levels of the organization
- Working experience with requirement tools (i.e., Jira/Confluence)
- Familiarity with formalized requirements management frameworks (including requirements traceability) such as IEEE, ITIL, CMMI.
- Solid understanding of Agile development methodologies
- Experience using tracking and versioning software such as Codebeamer and Subversion.
- Experience in writing business requirements used to create enterprise class web-based software.
- Familiarity with data modeling concepts
- Familiarity with integrating COTS and custom software as part of an enterprise software solution (Experience with SAS, SAP, or Pega preferred)
- Ability to research document repositories and existing code.
- Willingness to assist with in development testing
