Job Description

Will be responsible for the full cycle of the recruitment process. The role involves creating job bulletins, posting and advertising jobs, screening applications and working with selected applicants to bring them on board. Individual will be responsible to conduct New Employee Orientation presentation and attend job fairs to recruit for open positions.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Works with applicants selected by departments to ensure compliance with Human Resources requirements.
  • Assists the public with online employment applications for vacant positions.
  • Creates recruitment bulletins for City vacant positions.
  • Screens online job applications; refers all qualified applicants to the respective City departments; notifies applicants of the status of their submitted applications.
  • Assist in designing and implement effective sourcing strategies to attract talent and determine sourcing channels effectiveness.
  • Assists in proactive sourcing of quality professionals for key roles by utilizing multiple sourcing strategies and channels like online databases / job boards, social media sites, cold calling contact lists, and networking.
  • Conducts New Employee Orientations for full-time, part-time, temporary, seasonal, Police and Firefighter employees in accordance with departmental policies and procedures.
  • Receives and screens office visitors and telephone calls; receives and routes incoming mail; provides information and responds to complaints in a tactful and courteous manner.
  • Prepares memorandums, letters, reports, and various other departmental documents.
  • Works on reports, surveys, and presentations.
  • Receives and maintains office supplies for the office and ensures that division personnel have the supplies needed to perform their work.
  • May assist in creating, reviewing, and revising City of Laredo policies.
  • Assists in the preparation of various personnel reports.
  • Explains departmental policies and procedures to City employees.
  • Conducts position and salary surveys for City positions.
  • May assist employees in preparing file maintenance forms to reflect changes.
  • Assists in maintaining good communication between staff, visitors, and other business contacts.
  • Must follow all rules of telephone etiquette and customer service and must be courteous in all telephone and email communications.
  • Will be required to drive a City vehicle for City related business.
  • May assist in other Human Resources Department related functions.
  • Performs related work as required.

  • Knowledge of personnel policies, procedures, and practices in order to respond to citizens inquires and complaints and provide information to employees.

Minimum Qualifications

Required Education and Experience
  • Associate's Degree or 60 college hours from an accredited* college or university in Business Administration, Human Resources, or related field.
  • At least one (1) year of experience in human resources, recruitment, or administrative work.
*Council of Higher Education Accreditation (C.H.E.A.)

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
