MELE Associates, Inc. is seeking to add an experienced Business Data Analyst II team member to support the Department of Energy (DOE) State and Community Energy Programs (SCEP).The Business Data Analyst II position is located at the Department of Energy Forrestal Building, Washington, DC. This full-time position is contingent upon contract award.

Essential Functions:

  • Provide data review, analysis, and reporting in support of the management of DOE SCEP's portfolio.
  • Support the maintenance of current business data including identifying data gaps, exceptions, and quality issues; proposing resolution(s); and resolving issues.
  • Develop standard reports related to financial status, budgets, and spend plans and resources, staff, and hiring.
  • Utilize various data sources to develop requested reports and support analysis.
  • Performs ad hoc reporting and analysis.
  • Leads data efforts in system modernization projects including synchronizing data; establishing data reporting processes; leading data quality efforts; developing SOPs; and assisting with the development of business and functional requirements.
  • Develop management level reports, briefings, case studies, and recommendations regarding findings, trends, and analysis for SCEP's portfolio and projects.
  • Provide support in the development of framework, systems, and processes, and techniques for performance and reporting.
  • Provides senior level financial analysis and reporting.
  • Use subject matter expertise to advise on financial matters.
  • Analyze financial information, performance, and associated risk-related exposure for SCEP's portfolio and projects.
  • Provide analysis of the financial viability of state, local and tribal governments, as well as private and public companies within the renewable energy market utilizing a variety of sources including audits, Dun & Bradstreet (D&B) reporting, com, Factiva, Securities & Exchange Commission (SEC) filings, regulatory reporting, and other news and feeds.
  • Develop reporting/infographics, trainings, and presentations for financial analysis.
  • Develop presentations to senior management on the financial condition of companies; presents on analysis to internal and external senior level executives, as needed.
  • Develop, improve, and maintain financial databases for company performance tracking.
  • Determine impacts of changes in regulatory, legislative, industry, and market trends for project performers.
Minimum Qualifications:
  • B.S. or B.A. in business administration, accounting, public administration or a related discipline that provides the functional skills to perform the functions and responsibilities described in the position description is required. Four (4) years of relevant education/experience may substitute the Bachelor's degree to meet the minimum education requirement.
  • Eight (8) years of relevant experience are required. A Master's degree in a related discipline may substitute two (2) years of relevant experience in fulfillment of the minimum experience requirement.
  • Must be able to handle multiple projects at the same time and work cross-functionally to assist with resolving problems and implementing changes.
  • Must have good time management skills to meet deadlines.
  • Must have good communication skills.
  • Must have working knowledge of Microsoft Word and Excel.
  • Must be able to work independently.
Preferred Qualifications:
  • Current and active DOE Q Clearance.
  • Master's degree in business administration, accounting, public administration or a related discipline.
This position is contingent upon contract award.

Location: This is a full-time position in Washington, DC20585, USA
  • Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.


SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate's related knowledge, skills, and abilities for the position.
