Summary This position serves as the Assistant Chief of Police and is located in the Police & Security Service at the Jesse Brown VA Medical Center in Chicago, IL, responsible for assisting the Chief of Police in the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people. Responsibilities Major duties and responsibilities include: Observes, evaluates and prepares reports on the performance of department personnel Develops programs to alter the behavior of employees whose work performance is below acceptable standards Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs Submits reports to justify increases in department personnel to the executive leadership team and/or resource board/committee Develops 24/7 duty schedules; plans and directs facility law enforcement and security operations; delegates enforcement to subordinate staff; assigns patrol and special duties to supervisory police officers; Ensures police staff are properly trained to operate a variety of equipment and/or security systems Responsible for assisting in the development of the physical security plans and objectives and for collaborating on behalf of the Chief Interprets complex security policies and procedures and is a source to provide guidance to senior facility leadership, other service chiefs, program managers Offers proposals to help ensure Police service's emergency preparedness plan is current and supports the Medical Center level plan Helps to manage the modernization efforts and assists with the plans for the integration of new initiatives, advancements in technology, policies, etc. that are transforming the law enforcement/security program into 21st century policing model Adjusts service workload, schedules, and assignments to meet emergency conditions or situations Is part of the team that manages procurement and the accountability of equipment used by and assigned to police service Performs other related duties as assigned NOTE: Selectee may need to complete a 1-year Supervisory Probation Period Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: To qualify for this GS-12 position, you must have at least one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience includes: assisting with the operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. This experience must be detailed in your resume to receive credit. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). POLICE OFFICER CONDITIONS OF EMPLOYMENT 1. New VA Police Officers are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. 2. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to an appointment. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights ofstairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Work Environment: The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Withoutknowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.
