Duties
  • Consults withHR functional experts, IT subject matter experts and customers to develop and refine functional requirements and translate functional requirements into design specifications for new automated tools.
  • Provides technical support to HR Information Systems specialists regarding requirements analysis, design, programming, testing and implementation for a broad spectrum of software life-cycle management of existing or proposedHR IT systems.
  • Writes programming code to design specifications to deliver business automation solutions using programming and scripting languages such as APEX or Oracle PL/SQL.
  • Identifies or resolves problems arising from conflicting requirements between existing system functionality and proposed, new or additional requirements.
  • Applies expert knowledge of available data to design and analyze complex data extracts that produce reliable and valid business intelligence in support of customer mission.
  • Develops and delivers formal and/or informal briefings or instruction to system users regarding complex system issues or applicationsand develops user manuals or instructions.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as playing a key role in the design, development or maintenance of business automation tools; implementing modifications or improvements to information systems; and working with customers in efforts to apply software design principles and information management concepts to enhance business operations.. Programming experience using APEX or Oracle PL/SQL is preferred.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

There is no substitution of education for Specialized Experience at this grade level.

  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
