We offer a high-deductible health plan with a $3000 deductible (Single). This program includes a Health Savings Account (HSA). Employee only coverage is completely funded by the County, PLUS the County contributes $1000 to the HSA annually.
Dental
Our dental plan provides for preventive services, such as cleanings each year, at 100%. There is a $25 deductible for other services. Basic services pays at 80% and other major services at 50%. The County contributes $14.47 per month for employee coverage.
Voluntary Plans
Employees may choose from a variety of plans arranged through Mark III Benefits. These include AFLAC Accident, Critical Illness and Hospital Indemnity plans; Allstate Cancer; Texas Life Whole Life; and Superior Vision plans. In addition we offer Short-term and Long-term disability.
Life Insurance
The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.
Retirement
Pension is offered through the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account. The County also contributes at 7.58% (law enforcement 8.25%).
401(k) and 457 are supplemental retirement plans administered by Empower. For the 401(k) plan, employees contributing a minimum of 1% are eligible for the County contribution of 2.5% toward their account. Employees contributing at least 3% or greater are eligible for a County Contribution of 3%. Law Enforcement Officers receive a 5% County contribution. The 401(k) plan offers both pre-tax and Roth after-tax contributions. The 457 plan is tax-deferred with no minimum contribution requirements.
Longevity Pay
The County offers longevity pay to employees with at least 5 years of continuous service.

Description
- This position is responsible for operating a bulldozer and compactors in clearing land and covering land at the debris;
- Operates heavy equipment to grade and excavate land and backfill excavations and trenches; insures proper grade, slope and coverage amount.
- Operates a roll-off truck to haul waste debris dumpsters to appropriate disposal sites.
- Operates motor grader in the grading, ditching and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill.
- Operates front-end loader to load materials into trucks or to push garbage into containers; operates backhoe or other equipment to compact solid waste materials in containers and bins.
- Inspects contents of waste being disposed to determine compliance with the County's recycling ban and to ensure the exclusion of hazardous waste or other prohibited items from the landfill.
- Operates loader to spread gravel on roads and parking areas.
- Assists with off-site demolition jobs; hauls materials from demolition job to landfill for disposal.
- Operates a front loader and roll-offs in the collection of solid waste and recyclables on various routes.
- Instructs truck drivers where to dump waste; observes waste being dumped at the landfill for proper materials; separates out materials not allowed; explains proper access and use of the landfill to the public.
- Performs the daily cover of the solid waste working face so that trash is not left exposed.
- Assists with cleaning up around transfer stations and collection sites.
- Performs testing of gas wells and water quality.
- Performs daily equipment inspections in accordance with landfill procedures ensuring equipment is in proper working condition.
- Participates in site landscaping, hydroseeding, and straw blowing.
- Performs ground keeping duties around the landfill site and roadways to include picking up wind-blown refuse and maintaining vehicular access to all disposal and processing areas.
Examples of Duties
- Considerable knowledge of the operation, maintenance, capabilities and limitations of heavy construction equipment and general landfill maintenance.
- Considerable knowledge of the methods of collections and landfill operation including grading and drainage requirements and regulation regarding solid waste materials disposed in landfill.
- Considerable knowledge of the occupational hazards and preventive safety measures of working in a landfill and landfill recycling sites within the county.
- Considerable knowledge in operating heavy equipment.
- Working knowledge of traffic laws, ordinances, and rules involved in motor vehicle operation.
- Skill and care in the operation of large specialized equipment.
- Ability to operate construction equipment to the proper grade.
- Ability to learn and follow count and landfill policies, rules, and procedures.
- Ability to work independently with minimal supervision.
- Ability to deal courteously with the public.
- Ability to understand and follow oral and written directions.
- Ability to establish and maintain effective working relationships with the public and other employees.
Typical Qualifications
- Graduation from high school and considerable experience with heavy equipment operation;
- or any equivalent combination of education, experience, and training.
Supplemental Information
- Must possess and maintain a valid driver's license;
- Must possess a commercial driver's license with various endorsements (Class B required).
- Ability to complete SWANA training as determined by management.
- Criminal Records check, drug screen, and references will be required for the successful candidate;
