Description
Under the general supervision of assigned supervisor, the employee operates various types of heavy equipment in the completion of highly complex and difficult construction and maintenance activities on City roads and properties. Employee may also operate garbage and trash trucks on assigned routes. The employee receives instructions from assigned supervisor. Work is performed under established procedures with inspections during the progress with final inspection of completed work. Employee performs maintenance inspections on assigned equipment, notifies supervisor of equipment failures, and may assist with repairs. This employee may serve as a work crew leader for assigned tasks or projects. Employee performs other routine manual labor as assigned. This is an experienced and highly skilled job. Employee may assist in training newer employees and serve as the lead employee at work sites. This job is considered safety-sensitive and is subject to pre-employment background check and random drug screens.

- Drives and operates equipment for assigned department or division.
- Operates heavy equipment on job sites, such as, but not limited to backhoe, track hoe, front-end loader, skid steer, bulldozer, excavator; arm mower; heavy dump truck, asphalt spreader, and rollers.
- Monitors gauges and other indicators during equipment operation for non-standard conditions.
- Operates medium to heavy duty trucks for hauling materials to/from work site.
- Operates small engine power tools including lawn mowers and weed eaters.
- Wears safety equipment and clothing to protect self and others from bodily or property damage.
- Follows plans and instructions regarding projects.
- Maintains a log of daily activities.
- Completes assignments within specified time frames.
- Trains others on more complex equipment such as backhoe, track hoe, and front-end loader when time and conditions are appropriate.

- Uses a chainsaw to cut trees and bushes from ROW.
- Collects debris and trash.
- Clears roads of fallen trees, limbs, and other items following storms or emergencies.
- Operates equipment to clean out drains, traps, and ditches.
- Constructs molds and forms to work with concrete.
- Forms and repairs curbs, gutters, and sidewalks.
- Operates small engine power tools including lawn mowers and weed eaters.
- Uses concrete saws and other drills and skill saws.
- Ensures proper signage is visible during assigned operations.
- Uses hand tools such as saws, hammers, and shovels.
- Shovels asphalt, rocks, dirt, and other materials during road repairs and landscape work.
- Performs flagman duties, as needed, while on road maintenance or horticulture jobs.
- Picks up and piles brush, refuse and other materials.
- Develops sanitation and recycling collection routes (Sanitation Department).

ESSENTIAL FUNCTION: Street Maintenance and Repair Operations (as assigned). Operates heavy equipment to repair and maintain City streets, and ROW. Utilizes heavy and specialized equipment to maintain and repair the City drainage system, including pipes, ditches, and culverts.
- Cleans roadway of debris by using heavy equipment and manual tools.
- Inspects roads and ROW for needed repairs.
- Maintains and repairs City streets.
- Repairs potholes in City streets using hot mix.
- Assists with laying asphalt by spreading and smoothing hot asphalt using manual tools.
- Performs concrete work according to plan specifications.
- Assists with concrete pours by screeding, leveling, pulling, and floating concrete using manual tools.
- Installs and repairs curbs.
- Constructs and repairs sidewalks.
- Installs and repairs drains and culverts; measures and installs pipes.
- Measures road grades according to plan specifications.
- Keeps the City's drains, ditches, and culverts cleaned out and unclogged.
- Cleans out and digs ditches.
- Trains new operators in the use of assigned equipment.
ESSENTIAL FUNCTION: Sanitation Operations (as assigned). Employee operates a City garbage truck which collects, and dumps refuse or recyclable materials from containers into the City truck and deposits the collected material at the City disposal site.
- Operates heavy equipment along designated residential and commercial routes to collect and transport solid waste in a timely and efficient manner.
- Exercises supervision over Sanitation Hoppers such as inmates or other full-time employees.
- Operates a manual packer garbage truck and dumps refuse into the back
- Operates equipment that compresses collected refuse.
- Dumps refuse and recyclable materials at designated disposal sites.
- Operates knuckle boom truck to remove tree branches and waste from streets.
- Operates a front-end loader at the City landfill to ensure dump refuse is properly covered according ADEM and EPA requirements.
- Trains new operators in the use of assigned equipment.
NON-ESSENTIAL FUNCTION:
- Assists with City special events such as placing barricades and barriers.
- Responds to calls during hurricanes, inclement weather, or other emergency situations.
- Performs other job-related duties as required or assigned.
Minimum Qualifications
- Possess a high school diploma or GED.
- Minimum of one (1) year of work experience as an Equipment Operator II or equivalent; at least three (3) years of heavy equipment operating experience in road construction and maintenance; or any combination of education, training and experience that demonstrates the above listed knowledge, skills, and abilities commensurate with the requirements of this job.
- Possess a current and valid Class B Commercial Driver's License (CDL) or obtain this license within six (6) months of employment; must be insurable.
- Ability to obtain confined space certification, as required for assignment.
- Ability to early morning shifts, work overtime, weekends, or emergencies as needed.
- Ability to travel throughout City to perform job functions.
- Ability to pass a pre-employment background check and an initial drug screen.
