Job Title: Senior Business Analyst
Location: Harrisburg, PA (Monthly once onsite)
Duration: 6+ Months contract
Job Description:
BA-related positions yield an high amount of candidate submittals.

***Management prefers in-person interviews (8th floor of The Keystone Building, located at 400 North Street, Harrisburg, PA 17120), but may consider a virtual Teams interview.***
***This position is currently remote with possibility of one day a month in the office.*** ***Management would prefer candidates local to the Harrisburg, PA Area.*** ***This requisition's current PO is funded through 6/30/24, so use that date in the RTR. Contract end date is dependent on the final schedule and projected needs. Historically additional funding should then last a year and occur from 7/1/24-6/30/25.***
The Senior Business Analyst (BA) will work with stakeholders and development team members as directed by the Bureau of Business and Service Management (BBSM) and the Project Manager (PM) from PennDOT's Project Management Office (PMO) to provide analysis and related project support. Senior BA will (but not limited to):
•Provide a comprehensive, independent evaluation of existing efforts.
•Support requirements elicitation, prioritization, validation, and documentation.
•Attend sessions and conduct interviews with stakeholders to identify and document the business and system requirements, create and submit any required documentation.
•Develop user stories and associated use cases. •Develop test scripts and support testing.
•Maintain version control of documentation.
•Provide guidance and serve as a liaison between the development team and project stakeholders to resolve issues.
•Triage production issues and work with the development team and end users to successfully resolve the issue.
•Attend sessions and conduct interviews with stakeholders to identify and document the business and system requirements, create and submit any required documentation. •Support all aspects of Mobile application implementation and outcome documentation.
•Provide meeting agendas and meeting minutes for specified meetings
•Document meeting outcomes and track action item disposition.
•Be knowledgeable of, adhere to and contribute to established digital accessibility regulations and standards.
•Travel as needed to facilitate project activities.
The Senior BA will perform various testing and validation activities surrounding Mobile iterative releases as agreed upon by the project's governance team. The Senior BA will perform the following testing support activities:
•Develop user acceptance test scripts (UAT) and support testing efforts.
•Assist with the preparation and presentation of design mockups to users and update relevant documentation.
•Work with development team to identify and present options for design changes based on user feedback. •Work with users to address issues, record test results, and coordinate resulting development changes or bugs which result from user acceptance testing.
•Perform test management including change control, classifying and tracking changes identified in system testing and regression testing.
•Track results from system testing, regression testing, and user acceptance testing.
•Collaborate with development team and stakeholders on found issues to ensure timely resolution.
•Support development and prioritization of product backlog, release backlog, and iteration backlog.
The Senior BA will compile testing and project documentation into reports that include various documents such as: •Agile Work Product Reviews. The Senior BA will provide design and implementation support services surrounding the implementation of Mobile releases.
Sample services include:
•Support all aspects of Mobile Application implementation and Go Live activities.
•Track defect resolution and design changes based on user feedback.
•Maintain version control on project documentation.
•Maintain work products and track modifications through the BA Services documentation change management processes.
Senior Business Analyst level is defined as:
•Five or more years of business analysis experience.
•Capable of applying the listed knowledge, skill, competency, or performing the activity independent of supervision.
•Able to instruct and mentor others in the exercise or performance of the business analysis responsibilities.
•Mastery of industry standards and best practices for the business analysis responsibilities with the ability to contribute improvements to the practice.
