This position involves working closely with multiple stakeholders, Subject Matter Experts (SMEs), and development teams to document business requirements and coordinate with cross-functional team members. Responsibilities include creating documentation such as design specifications, release planning, test plans, and test scripts. The role requires close collaboration with the development team for all system changes, performing end-to-end testing, and documenting results. Reporting to the Systems Manager, the Business Analyst will work closely with the project manager to ensure business requirements, enhancements, modifications, and newly identified business initiatives are thoroughly documented for successful implementation of Information Technology solutions.
Specific Tasks
- Work with customers and project management team to develop business requirements for systems enhancements, modifications, and new business initiatives.
- Collaborate with the technical team and vendor to ensure requirements are incorporated into systems design and testing.
- Evaluate alternative strategies and recommend viable solutions compatible with current technologies and systems.
- Develop requirements documentation, business flow diagrams, prototypes, and mockups.
- Create business artifacts such as Use Cases, User Stories, Functional and Non-Functional Requirements.
- Create Unified Modeling Language (UML) diagrams, Activity Diagrams, Navigational Flows.
- Facilitate Joint Requirement Planning (JRP) sessions with Business User Groups.
- Conduct Joint Application Development (JAD) sessions with project team members.
- Participate actively in functional and systems integration unit testing; develop test plans and test scripts based on requirements.
- Provide assistance and training to customers throughout the testing phases in all environments.
- Facilitate problem-solving sessions to identify innovative solutions.
- Provide implementation and maintenance support.
- Meet regularly with customers, interact with users by interviewing them; conduct walkthroughs with developers and stakeholders.
- Proactively suggest systems and process improvements and perform competitive, problem, and opportunity analysis.
- Keep Systems Manager and Project Manager informed of key issues that may impact project implementation.
- Facilitate project conference calls, status meetings, planning sessions, and provide meeting notes.
- Utilize system-based project management applications, collaboration applications, and MS Office applications; Visio, SharePoint, Google Meets, Teams, etc.
- Coordinate with Systems Manager and agency security team to ensure all security requirements are documented and implemented in the system.
- Manage all security project conference calls, status meetings, planning sessions, and provide meeting notes.
- Knowledge of relational databases (SQL), system development lifecycle (SDLC) methodologies, quality assurance techniques, and change management procedures.
- Demonstrates skill in project planning, requirements gathering, business analysis, business process mapping, procedural writing, process engineering.
- Demonstrates problem-solving, active listening, negotiation, conflict resolution, group visitation, written and oral communication.
- Demonstrates organization and time management, and presentation skills.
- Able to manage, coordinate, and prioritize multiple activities concurrently with limited supervision and adjust efficiently to changing priorities.
- Knowledge of business process engineering methods.
- Knowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and Agile.
- Ability to blend methodologies together in the right proportions to fit a project and business environment.
- Must be able to operate effectively in a changing environment with multiple priorities.
- Strong attention to detail, with the ability to follow-through.
- Excellent verbal and written communications skills.
- Strong analytical, planning, and organizational skills with an ability to manage competing demands.
- Bachelor's degree in Information Technology, Information Systems or Computer Science, or equivalent experience.
- Experience with Healthcare Information Systems.
- Experience performing systems analysis, architecting technical solutions, and/or coordinating application development projects.
- Experience or knowledge with the Commonwealth of Virginia Information Security Standard, SEC 530.
- Experience working with ServiceNow or Salesforce.
