Job Description:
This position reports to the Transformation Director within the Information Technology Services Division within the Department of Family and Protective Services. Performs advanced (senior-level) business analysis work. Work involves coordinating the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the performance of post-implementation support of systems; and research and special project support provided to users. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:
•Attends work on a regular and predictable schedule in accordance with agency leave policy. Participates in system development activities (i.e., analysis, design and implementation) to meet business needs if appropriate products or services cannot be more cost effectively purchased or identified within DFPS. Analyzes business process requirements and prepares detailed structured data flow analysis diagrams, verification of procedures, and database entity relationship diagrams to satisfy new software demands of the state agency automated systems and operations. Develops and maintains functional and technical specifications via the preparation of detailed flowcharts, tables, reports and other descriptive materials necessary documenting complex automated systems. (30%);
•Responsible for analyzing and supporting highly complex applications to meet customer needs to ensure quality products before distribution. Assists trainers and business programs in the successful implementation of new software systems. (30%);
•Evaluates existing and proposed computer applications or network infrastructure to verify business requirements, system requirements, and equipment configurations are taken into account. Analyzes complex business processes, equipment, and techniques for applicability, reliability, efficiency, speed, cost, flexibility, and meeting customer needs. Includes, in conjunction with management, coordinating applications interfaces with other DFPS teams and external partners to include state and federal agencies. (10%)
•Uses initiative and independent judgment on an on-going basis to identify needs and opportunities. Provides solutions to difficult problems and guidance to less experienced coworkers. (10%);
•Evaluates and recommends acquisition of commercial products and/or services, when cost effective, to achieve section objectives; prepares requests, justifications and documentation for procurement of products and/or services through DFPS organizational levels. (10%);
•Develops and coordinates other special projects and performs other duties as assigned. (10%)

Knowledge Skills Abilities:
•Knowledge gathering and analysis of requested changes to determine the needs of the stakeholder and customer;
•Knowledge of technical approaches used to deliver projects, products and services to large client organizations;
•Knowledge of state agency programs and procedures and of the methods and equipment used in IS applications;
•Knowledge of Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies;
•Knowledge of high-level system design methodologies and techniques (such as the entity/relationship model, data/process flow diagrams);
•Knowledge of object-oriented programming and of programming client/server applications.
•Skill in establishing and maintaining effective working relationships;
•Excellent skills in effective verbal and written communication;
•Skill in facilitation of meetings involving cross functional teams to include executive staff and external stakeholders.
•Skill in coordinating and solving problems and in troubleshooting software and network systems;
•Skill in communicating with both the customer and development teams on automation issues;
•Skill in analyzing systems and procedures and explain abstracts concepts in concrete terms; Skill in estimating project timelines;
•Skill in office productivity software including Microsoft Office Suite to include MS Project, Access and Visio.
•Skill in coordinating medium to large sized projects;
•Skill in creating work plans, develop work estimates and monitor progress; Skill in conducting research using large relational databases;
•Skill in analyzing business processes and developing business cases for new or modified customer-related products and services.

•Ability to develop effective presentations for management, internal and external partners, technical teams and end user customers;

Registration or Licensure Requirements:
PMI Professional in Business Analysis (PMI-PBA), Certified Business Analysis Professional (CBAP) or similar certification is preferred. Lean Six Sigma certification is preferred.

Initial Selection Criteria:
Graduation from an accredited four-year college or university. Major coursework in business, communications, computer science, computer information systems, management information systems, or a related field is preferred. Preferred minimum of five years of experience in developing business rules and/or business/functional requirements. Equivalent experience may be substituted on a year for year basis. Knowledge and experience in Project Management Lifecycle and Software Development Lifecycle, State of Texas Health and Human Services (HHS) system and DFPS system, Texas Project Delivery Framework is preferred.

Factors such as education, experience, interview results and State of Texas service may be considered when establishing the starting salary. The entire salary range is included for reference only. Actual salary will be contingent on experience level and final approval of salary offer.
