Job Description
The New York City Department of Sanitation, Office of Waste Management Engineering (WME) is responsible for the landfill closure final cover design and construction, post-closure care, and end-use development of the 2,200-acre Fresh Kills Landfill in Staten Island, NY. Fresh Kills Landfill consists of four landfill Sections (Section 2/8, 3/4, 6/7, and 1/9). Section 1/9 was the last landfill section to receive final cover construction. The construction was completed in December 2021. WME is currently working and coordinating with the regulator, the New York State Department of Environmental Conservation (NYSDEC), to transform the Final Cover Construction phase into the Post Closure Care phase. WME is seeking to hire an Administrative Engineer to be part of the team in completing the transformation.
With minimum supervision, the selected candidates responsibilities will include the following but not be limited to:
- Re-developing and updating the Fresh Kills Landfill Final Closure Plans for each landfill section (MSW Unit) in accordance with 6 NYCRR Part 363. As set forth in the regulations, Final Closure Plans would document and cross-reference the design, as-built construction, construction certification, and NYSDEC approval for each landfill section; changes to the closure systems since they were built; as well as NYSDECs approved post-closure care plan modifications.
- Developing scope of work for post-closure care contracts.
- Preparing annual cost estimate updates for Fresh Kills and Edgemere Landfills in accordance with Statement No. 18 of the Governmental Accounting Standards Board regarding the Accounting for Municipal Solid Waste Landfill Closure and Post Closure Care Costs; documentation for Note D.5 Landfill Closure & Post Closure Care Costs for the City of New York Annual Comprehensive Financial Report; and subsequently preparing the request to the Comptroller to demonstrate compliance with the Local Government Financial Test mechanism for financial assurance of the these and other assured costs.
Qualifications
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
