Job Description Business Analyst

Individuals in this position have demonstrated experience in the standard concepts, practices, and deliverables related to Business Analysis in support of software development projects. Understands how to gather and document requirements. Has a working knowledge of the software development lifecycle. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Some familiarity with the use of standard market Testing tools.

Deliverables:

Functional requirements for the HOMES and HEAR rebate management system decomposed from business process for the HOMES and HEAR program including:

- HOMES Program Narrative

- HEAR Program Narrative

- Consumer Protection Plan

- Community Benefit Plan

- Education and Outreach Strategy

- Pacific Northwest National Laboratory's Data and Tools requirements guide.

Consolidation and deduplication of functional requirements from the above documents into a single master requirements document/spreadsheet.

Customized workflows for Oregon's HOMES and HEAR programs based upon the Pacific Northwest National Laboratory's workflows (~12 workflows total)

Weekly status updates including: Progress made for current week, challenges and road blocks, Plans for next week

ODOE will provide:

- Source documents for requirements and base workflows

- Templates for capturing requirements and customization of workflows

- Oversight during development and review of deliverables

- Access to agency business resources working on HOMES and HEAR program
