Job Description

Prescient Edge is seeking a Mid G35 Collection Manager to support a Federal government client.

As a Mid G35 Collection Manager, you will:

  • Support the publication of HUMINT Operating Directives on an annual basis
  • Provide feedback on the prioritization of HUMINT Collection Requirements Tasking, HUMINT operations in support of Army HUMINT Operations Cell (AHOC), Procedure 10, and source production reviews
  • Develop Army HUMINT collection activity assessments
  • Develop the annual Army Collection Program Review
  • Provide subject matter expertise to INSCOM senior leaders on HUMINT collection management, including the Collection Management Targeting Board (CMTB)
  • Provide Government leadership with written feedback that assists with developing an executive summary of the CMTB, with particular focus on HUMINT equities
  • Attend operational update of an INSCOM Major Subordinate Command
  • Provide product resulting from tasked HUMINT Collection Requirements gap analysis
  • Identify opportunities to collect data related to Identity Intelligence (I2) and Open Source (OSINT) and ensure that these requirements are inputted and sourced within various management systems
  • Analyze existing efforts and prepare a monthly report on I2 and OSINT collection strategies that support INSCOM-directed efforts
  • Identify, validate, and task CI & HUMINT collection requirements to support focus and prioritization efforts
  • Coordinate Intelligence Collection Requirement nominations across the Army Enterprise
  • Attend working groups related to DoD Collection Management reporting, requirements, and evaluations (once per week)
  • Develop and update Army CI & HUMINT collection capability statements (once per week)
  • Issue and manage INSCOM CI and HUMINT operational nicknames
  • Conduct quarterly, annual, and ad hoc assessments of HUMINT and CI reporting in support of validated operations
  • Provide U.S. Army executive administration support and, as required, augment existing manpower for the Army functional proponent for DoD CI and HUMINT collection management and source management legacy and transitioning systems and tools
  • Support the development and staffing of Army CI & HUMINT collection plans and Operational Directives for INSCOM senior leadership approval
  • Conduct assessment of CI and HUMINT reporting against validated operational requirements
  • Maintain the Army Source Registry, including coordinating account access and providing technical support to INSCOM Major Subordinate Commands.
  • Execute checks within the Army Source Registry, as directed by policy
  • Support the development of Army operations and source management policy, guidance, and procedures
  • Issue and maintain the Army Field Reporter (FRN) database, as directed by policy
  • Support AHOC's Source Validation Boards with Source Production Reviews

Job Requirements
  • Active TS/SCI security clearance with ability and willingness to obtain a CI Polygraph
  • Must be a graduate of any of the following Military Department Intelligence Certifying Courses:
    • Army (Officer) - Military Intelligence Captains Career Course or Service Equivalent. Additional Skill Identifiers in an intelligence field are desired.
    • Army (Warrant) - 350F Course or Service Equivalent. Completion of Warrant Officer Intermediate Level Education and/or Additional Skill Identifiers in an intelligence field are desired.
    • Army (Enlisted) - 35F Course or Service Equivalent. Completion of Senior Leaders Course and/or Additional Skill Identifiers in an intelligence field are desired.
  • Minimum of 8 years of experience
    • Collection Management (3 years or more)
    • All-Source Analysis (3 years or more)
    • Creditable experience in these distinct fields cannot be combined to meet the minimum total years of experience. College education does not substitute for experience.
  • Understanding of intelligence cycle
  • Understanding of intelligence support/role in the MDMP
  • Familiarization with Collection Management systems
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis
  • Strong oral and written communication
  • Ability to clearly express oneself verbally
  • Ability to write in a clear, concise manner
  • Ability to work independently or as part of a team
  • Demonstrated working knowledge of the concepts involved in the specific functions outlined in the specified labor category description

  • Demonstrated ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/soft copy matrices, and/or web-enabled formats
  • Demonstrated ability to communicate complex issues clearly in a concise and organized manner, both verbally and non-verbally, with strong grammar skills
  • Demonstrated proficiency using Microsoft Office tools
  • Demonstrated ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols
  • Demonstrated ability to recognize nuances and resolve contradictions and inconsistencies in information
  • Demonstrated working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise. Structured analytic techniques include, but are not limited to, analysis of competing hypotheses, devil's advocacy, high-impact/ low-impact analysis, red team analysis and alternative futures analysis
  • Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/platforms and human intelligence sources related to the position
  • Demonstrated understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements
  • Demonstrated comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.
