Job Description

Leidos QTC Health Services is hiring a Master Scheduler for The Office of Technology (OOT) . This is an exciting opportunity to use your scheduling experience to help manage the Leidos QTC Health Services Modernization Project Portfolio. Our mission is to modernize the our Application Platform and implement strategic AI/ML and Medical Record initiatives to support Leidos QTC Health Services growth opportunities and our functional/operational teams.

The candidate will be responsible for all aspects of creating a maintaining a resource loaded schedules within the OOT Integrated Master Schedule (IMS) schedule which is the basis for Earned Value Lite time phased budgets, estimates to complete cost data. In depth master scheduling skills and techniques will be required to facilitate meetings and work one-on-one to ascertain project activities, resources, requirements, predecessors, successors, impacts, milestones, etc. The candidate will construct and maintain MS Project plans daily, distribute weekly, run reports, and generate various scheduling and timeline views.

This role reports through the Office of Technology (OOT) Program Execution Manager, and is 100% remote. Infrequent travel may be required to participate in-person planning events in Northern Virginia, South-West Texas, and/or Southern California.

Primary Responsibilities

  • Responsible for applying scheduling theory to develop and maintain a resource loaded Integrated Master Schedule (IMS) schedule as the basis for the Earned Value Management System (EVMS) time phased budget and estimate to complete cost requirements
  • Implement program scheduling business rhythms, developing baseline schedules and associated artifacts to meet contractual/project requirements, and monitoring, analyzing, and reporting performance against baseline schedules to ensure that contractual, cost and schedule
  • Strong communications skills with the ability to work with the functional areas to identify and maintain all schedule tasks and dependencies.
  • In conjunction with the Project Manager, and with input from the cross-functional team, generate, publish and maintain an accurate a Master Schedule, using MS Project, showing the tasks and resources required to deliver on-time, per customer requirements and milestones
  • Work closely with multiple industry and government performers to develop detailed schedules, keep these schedules current and seamlessly integrated into the Master Schedule.
  • Develop and maintain linkages, dependencies and inter-dependencies with related projects.
  • Ensure internal and external dependencies are documented and tracked for risk management.
  • Identify major milestones, decision points, project life-cycle and other project events.
  • Identify critical path and task dependencies.
  • Set and maintain the baseline schedule and track all changes to the baselined schedule on a weekly basis.
  • Perform ‘what if’ scenarios within the schedule.
  • Develop schedule version control processes, policies, and procedures and ensure they are followed during the development and maintenance of schedules.
  • Perform schedule estimating through elicitation of team members and other stakeholders to capture estimations of new work, updated actuals and remaining work.
  • Champion and support continuous Risk Mitigation and Issue Management through schedule analysis.
  • Generate schedule reports based on planned vs actual work.
Basic Qualifications
  • Must be a U.S. Citizen
  • BA/BS and 12-15 years of prior relevant experience or Masters with 10-13 years of prior relevant experience.
  • Proven working knowledge of MS Project and/or other schedule management tools (e.g., MS Project Server/Deltek Open Plan)
  • Scheduling theory and related best-practices (e.g., PASEG)
  • Integrated Master Schedule (IMS) architecture (e.g., WBS or IMP based)
  • Proven working knowledge of Critical Path
  • Proven working knowledge of implementing and managing a resource loaded Integrated Master Schedule (IMS) schedule to provide the basis for the Earned Value Management System (EVMS) time phased budget and estimate to complete cost Schedule Status/Forecast Management/Business Rhythms
  • Baseline Change Control and IMS configuration management.
  • Ability to work independently with overall responsibility for the Master Schedule
  • Proven ability to work well within a team/collaborative environment.
Preferred Qualifications
  • Prior experience working on Health Technology program
  • Experience linking Microsoft Project and Jira.


Pay and Benefits:

Salary range: $150,000 - $165,000 w/ up to 9% bonus eligibility
