Summary
The Planner is responsible for maintenance adherence and resource utilization. The Planner supports facility operations and maintenance departments by providing critical decision making skills as it relates to the oversight and management of NYPA’s preventative maintenance management programs. The Planner is responsible for tracking, managing and ensuring NYPA’s regulatory compliance in connection with NERC functional entities (GOP, GO, LSE, PSE, TO and TOP); FERC; DEC; RGGI and others. The MRM Planner is also responsible for resource utilization in the planning, scheduling and evaluating of all work tasks within the Corrective, Predictive, Preventive, Major Maintenance, Modification and Major Improvement Programs.
The Planner is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of:

NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate PoliciesCP 10-4 and CP 2-9.

NYPA’s Asset Management Policy Company Policy CP 1 XX-X.
The Planner is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Asset Management Policy Company Policy CP XX-X, Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards. The Planner is identified in NYPA’s NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Utility Operations Business Unit policy O-TC-01-000 NERC and NPCC Reliability Standards Compliance Program and procedure O-TC-01-005 Compliance Responsibility .
Responsibilities

Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA’s Asset Management Policy CP XX-X and NERC Reliability Standards Compliance program as defined in Utility Operations Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9. Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.

Support the development and implementation of construction and maintenance work plans to support annual portfolio ranging from $50M - $150M annually (capital and O&M approximate).

Plan work tasks utilizing established methods, policies and procedures, ensure resources are provided in a timely manner so that work can be performed effectively, minimizing delays, increasing resource utilization within the budgetary constraints while improving quality.

Prepare the overall project plan and project schedule to establish milestone compliance measures and ensure project completion on time and within budget.

Contribute to creating and maintaining a master schedule.

Interface with other departments for the planning and scheduling of work. These interfaces include but are not limited to Environmental Health and Safety, Procurement, Engineering, Quality Assurance, Site Craft, Contractors.

Integrate contractors’ construction schedules and site craft labor schedules into the overall project schedules.

Update schedules as often as weekly depending on the project.

Include resource and budget allocations in the schedules to allow for tracking and reporting of resource availability and cash flow.

Create and issue milestone, resource, cashflow and EVM reports.

Utilize the Maximo System to the fullest extent possible, documenting the performance of equipment and maintenance work.

Analyze workforce performance and, in conjunction with Maintenance Departments, recommended workforce method improvements.

This position has the potential to have a direct role in emergency preparedness, incident management or response and as such will require training in the National Incident Management System (NIMS).
Knowledge, Skills and Abilities
-
Knowledge of and proficiency in computer systems and software applications, including but not limited to: Maximo, Microsoft office products, (Excel, Project, Word, Access and Outlook), Primavera, Project View. Experience with the Work Management Systems and Scheduling Desired utility industry preferred..

Ability to interface and coordinate work on a daily basis with other Authority divisions and external organizations.

Demonstrated ability to view tasks logically, break them down into essential requirements, and generate a solution to meet the project goals.

Ability to handle projects from start to finish.

Ability to work independently and with minimal daily supervision.

Ability to identify and solve problems.

Knowledge of OSHA guidelines and Construction Standard Practices.

Ability to create and maintain schedules in MS Project to track milestones and resources.
Education, Experience and Certifications
-
2 year AAS degree in a technical discipline.
-
5-7 years related utility, construction management or planning experience, is essential in the development , evaluation and presentation of materials to employees in mandated technical areas.
Physical Requirements
-
Approximately 25% travel, primarily within NYS, (Regional maintenance area for Central, Northern, Southern and Western New York, and Transmission right-of-way).

Ability to access all work areas, within the area of the Region’s maintenance responsibility, (i.e., substations, powerhouses, transmission right-of-way, and support facilities).

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is $97,720 - $146,580. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
