Job Summary

Under general supervision, oversees the review of proposed construction documents, permit applications, and building plans for compliance with building codes and City ordinances. Exercises direct supervision over the assigned team.
Primary Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Provides supervision and direction to plans examiners in the daily operation of the Building Safety Division, ensuring understanding of applicable building codes and consistency of delivery across all services provided.
  • Trains and coaches assigned staff; develops staff skills and conducts performance evaluations; works with staff to correct any performance deficiencies.
  • Reviews plans for compliance with the International Building, Residential, Mechanical, Electrical, Plumbing, Energy Conservation Codes, etc.
  • Confers with and assists architects, engineers, contractors, developers, property owners, builders, realtors, business owners, citizen/neighborhood groups, not-for-profits, elected/appointed officials, and other stakeholders regarding projects, processes, review of plans, and compliance with the building codes.Provides technical expertise and recommendations for code modifications and alternate method request processes.
  • Provides oversight of continuous improvement opportunities and initiatives to streamline processes, increase staff efficiency, enhance communications, and improve the customer experience.
  • Drafts and presents Customer Bulletins and Code Interpretations to clarify processes, code requirements, and policy initiatives for internal and external customers.
  • Assists the Building Official with the routine (3-year) International Codes update and public adoption process.
  • Reviews and facilitates special and high-profile projects which may include collaboration and coordination with multiple divisions and departments.
  • Assists the Building Official, Development Coordinator, and Building Inspectors; researches issues and provides data on permit and plan issues and related subjects.
  • Attends predevelopment meetings.
  • Performs field inspections of construction projects as needed to assist in determining compliance with City codes.
  • Performs other duties as assigned or required.
Education, Experience, Licenses and Certifications

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor's degree in architecture, Landscape Architecture, Engineering, Construction Technology, Urban/Regional/Community Planning, or a related field is required; AND at least two (2) years of increasingly responsible experience in plan review, building codes, or development services, with exceptionally strong customer service skills; OR an equivalent combination of education and experience. Experience working for a large or fast-growing municipality is preferred.
Required Licenses or Certifications:
  • Must possess a valid Texas Driver's License.
  • Current certification as Building Plans Examiner from the International Code Council (ICC).
Ability to obtain two additional certifications as Mechanical, Electrical, Plumbing, Commercial Energy Conservation Plans Examiner, etc, from the International Code Council (ICC) within two (2) years from the date of hire.

Knowledge, Skills and Other Requirements

Required Knowledge of:
  • Local government organization, operations, policies, and procedures.
  • Principles and practices of building inspection and plan review; methods, procedures and techniques for evaluating technical compliance.
  • Building construction methods, materials, and design standards.
  • Federal, state and regional building, plumbing, electrical, mechanical and accessibility codes.
  • Applicable laws, standards and regulations relating to building inspection and safety.
  • Principles of record keeping and records management.
Required Skill in:
  • Reading building plans, permit applications and specifications, and communicating technical requirements to architects, engineers, contractors, developers, and the public.
  • Reading, understanding and applying building standards and procedures, applicable State and Federal rules and regulations, and City policies and procedures.
  • Facilitating development projects through a process.
  • Detecting deviations from plans, regulations, and standard construction practices.
  • Internal and external customer service
  • Ability to work with the public in a variety of scenarios setting the example of customer service excellence.
  • Establishing and maintaining cooperative working relationships with colleagues, employees, elected and appointed officials, design and construction professionals, developers, representatives from other local, state, and Federal agencies, businesses, and the public.
  • Ability to plan and prioritize the work of assigned personnel in a fast-paced environment.
  • Skill in utilizing personal computing devices and associated software programs.
  • Ability to communicate clearly and effectively, both verbally and in writing as appropriate for the audience: correct grammar, composition, spelling, punctuation and vocabulary.
  • "Customer Service First" approach to all work.
Physical Demands / Work Environment:
  • Work is performed in an office environment subject to sitting, standing, walking, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to thirty (30) pounds.
  • Occasional field inspection/job site visits are required in all weather conditions.
  • May be required to work immediately before, during or immediately after an emergency or disaster.
