Description
The purpose of the Senior Accountant position is to perform maintenance and verification of accounting records and financial data, perform complex analysis of financial transactions, and assert compliance with established laws and generally accepted accounting principles (GAAP) under the direction of the Assistant Finance Director. This work requires the exercise of reasonable initiative and independent judgment. The position demands a highly self-motivated individual with little or no daily supervision. Hiring Salary Range:
$63,441.00 - $80,637.00 (Annually)

Because it is difficult if not impossible to present a finite list of every possible function to be performed by employee, the City of Wilton Manors reserves the right in its sole and absolute discretion to modify and update this job description and to ask employee to perform tasks beyond the duties presented herein. In the event a change is necessary to update the essential functions of the job, the City will provide as much notice as practicable to the employee.
Reviews and maintains a general subsidiary ledger. Prepares reconciliation of accounts, subsidiary records and subsystems. Reviews and posts journal entries prepared by the accountant. Prepares complex financial reports, correspondence, and memos. Must be knowledgeable in specialized accounting tasks such as project accounting, grant accounting, and fixed assets accounting. Manages, monitors, and directs transfers of external cash on hand in local institutions and the State Board of Administration to ensure adequate funds to support the City's ongoing operations. Reconciles external bank accounts as well as the City's investment portfolio; reviews various daily/monthly reports and adjusts journal entries to correct variances between bank and general ledger. Prepares complex schedules and supporting documentation for the City's Annual Comprehensive Financial Report (ACFR) and supporting audit work papers; prepares Notes to the Financial Statements; prepares Statistical Section of ACFR. Assist the Assistant Finance Director in implementing new Governmental Accounting Standard Board (GASB) statements and pronouncements. Prepares Annual State Public Depository Report to Controller. Submits a compliance of Continuing Disclosure Requirements pursuant to SEC Rule 15c2-12 for related bond issues. Answers a variety of inquiries and provides information regarding Division/Department activities. Provides technical expertise to user departments regarding the City's financial system. Participates during the integration process needed for the implementation of subsidiary software programs to ensure the appropriate financial information is updated to the City's proprietary software. Analyzes and records allocations of departmental/divisional costs to the general ledger, including Administrative Charges, Interfund Transfers, Debt Service Requirements, Renewal and Replacements Restrictions, and other allocations as required. Assist the Finance Director in the refinancing/restructuring of existing debt and/or the issuance of new debt for financing of capital acquisition and/or construction. Prepares reports/surveys of a financial nature for Federal, State, and Local Agencies and entities. Reports/surveys include but are not limited to: State Annual Local Government Financial Report (AFR), State Annual Police & Firefighters' Pension Report, ICMA Survey on Police and Fire Department Data, and Census of Governmental Survey of Public Pension Plans. Performs necessary accounting requirement for State and Federal Grants, as required by individual grant agreements. Performs related work as required and demonstrates a continuous effort to improve operations, decrease turnaround times, and streamline work cooperatively and jointly to provide quality seamless customer service.

Minimum Qualifications
Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Bachelor's degree in accounting, finance, or business administration or related field supplemented by four (4) years of responsible experience in accounting and knowledge of the principles, practices and methods of governmental fund accounting; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Preferred Qualifications
Accounting experience with a public agency; Certified Government Finance Officer, and/or Certified Public Accountant.
