The Georgia Department of Community Health (DCH) is procuring new Care Management Organizations to deliver health plan benefits for the Georgia Families® program. This procurement and implementation represents one of the largest and most significant.
Work Environment: The contractor should be prepared to be on site at some point, but probably not more than once a week. There is also a chance we will have the occasional special meeting at locations in GA other than headquarters (2 MLK, Atlanta, GA). So, a local resource is required.
Job Summary and Justification:
The Georgia Department of Community Health (DCH) is procuring new Care Management Organizations to deliver health plan benefits for the Georgia Families® program. This procurement and implementation represents one of the largest and most significant projects at DCH and will impact millions of Georgians with the goal of improving heath outcomes and wellness and improving system performance and efficiency.. DCH is also in the process of transforming existing legacy Medicaid Enterprise Systems (MES) into modern, loosely-coupled, seamlessly-integrated, modular systems where the exchange of data and processes is seamless and automatic. DCH is seeking a qualified candidate to serve full-time on a contract basis as a Project Manager for the CMO Procurement and Implementation Project. The qualified candidate must work efficiently and effectively and possess strong organizational, communication, and leadership skills. The candidate will work under a Senior Project Manager, but will have defined responsibilities and areas of specialty. Information technology and technical skills and experience implementing technical or other complex, multi-stakeholder projects will be useful. Experience with process automation and administrative simplification will be helpful. Extensive understanding of project management principles, methods and techniques is necessary.
Duties & Responsibilities: • Support project manager with assigned project management tasks and follow leadership directives • Manage multiple project tasks on a day-to-day basis and all aspects of related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives • Report on project success criteria, outcomes and results metrics, test and deployment management activities • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence • Prepare estimates and detailed project plans for all phases of a project including project schedules and roadmaps • Provide status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership groups and stakeholders including management and third parties. • Understand interdependencies between technology, operations and business process needs and assist with coordination between CMO project and other enterprise projects and initiatives including MEST Program projects, Enterprise Data Management project, data governance, administrative simplification, and business process automation initiatives. • Work collaboratively with business owners to identify gaps and areas of concern and document for solution. • Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices • Manage project scope and changes • Support vendor selection and proposal evaluation process • Act as an internal quality control check for the project • Assist in develop and delivery of progress reports, proposals, requirements documentation and presentations, statements of work to various audiences, including project team, sponsors, senior management, and key stakeholders • Ensure that projects and program are proceeding according to scope, schedule, budget and quality standards • Monitor and Manage project issues and risks • Other duties as assigned
Qualifications/ Preferred Qualifications • Experience in SDLC methodologies, Agile, Iterative, Waterfall • Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business areas • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence • Excellent communication (written, verbal and presentation) and interpersonal skills • Self-motivated, decisive, with the ability to adapt to change and competing demands • Documented experience in successfully leading projects and programs to on-time, on-schedule and within budget • Experience working both independently and in a team-oriented, collaborative environment • Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities • Technically competent with various software programs, including but not limited to Microsoft Office 365 (Outlook, Word, Excel, PowerPoint, Visio) and Microsoft Project, but also project management and SDCL software tools • Adept at conducting research into project-related issues and products • Support diverse and inclusive work environment • Demonstrate decisiveness in resolving business problems, making decisions and identifying priorities
Education • BA or BS in Management, Health Administration, Business Information Systems, Information Technology, Computer Science or related field is preferred • At least 3 years of experience in management of complex project procurement and implementations • Project Management Professional (PMP)® Certification required
