This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

Program Research Specialist Trainee 1 (Human Services): A bachelor's degree* including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics.

Program Research Specialist Trainee 2 (Human Services): A bachelor's degree* including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Program Research Specialist 1 (Human Services): A bachelor's degree* including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Competitive Minimum Qualifications:

55 B/C Qualifications: This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.

Reassignment Qualifications: Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service as a Program Research Specialist 1/Trainee 1/2 (Human Services); if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.

52.6 Transfer Qualifications: One year of permanent or contingent-permanent as a Grade 16 or higher determined to be administrative by Civil Service.

Duties Description Standard Duties:

As a Program Research Specialist 1/Trainee 1/2 (Human Services) with the Division of Policy, Strategy, & Research, the incumbent will perform the following, not limited to:

• Work as part of a four-person team to prepare surveys and focus groups upon request. • Document and keep an ongoing record of all surveys. Design, create and implement simple surveys, including survey questions. • Attend meetings to discuss survey purpose and give feedback on questions. • Create surveys in survey tool (Alchemer) and incorporate on-going revisions and edits. • Monitor surveys while they are live and close when complete. • Design, create and implement basic focus groups, attend meetings to discuss focus group purpose. • Help create questions to lead a focus group discussion. • Conduct focus groups. • Analyze focus group results and present the findings. • Analyze data collected from surveys and focus groups. • Use Excel to manipulate data from surveys and focus groups, including creating relevant charts and tables to share the findings. • Use Dedoose or other software to analyze qualitative data. • Prepare draft reports with results. • Work in WORD to draft reports. • Must display attention to detail and demonstrate excellent writing and communication skills. • Demonstrate excellent organizational skills. • Assist with special projects as needed.

Additional Comments Candidates with no previous state service will begin at the starting rate of the salary range listed above.
