ESSENTIAL FUNCTIONS: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Intakes inquiries and complaints and assesses for appropriate response. Provides consultation and education to members of the NFTA community regarding discrimination, harassment, and/or retaliation concerns, and available resources for support and assistance in addressing and resolving concerns. • Assures that staff adheres to all EEO guidelines, rules, regulations, orders, and precedents in the daily performance and completion of investigative duties and administrative functions. • Maintains knowledge of developments, trends, and best practices in EEO administration, including federal and state legal and regulatory changes and changes to the EEO practices. • Assist in reporting and audit procedures to assess the effectiveness of the organizations EEO, affirmative action and diversity programs. • Assist with mandated federal and State reporting requirements. • Assist Human Resources recruitment. • Implement New York State sexual harassment requirements years and oversee the records. • Coordinates processes associated with the administration and compliance of the Title VI Program and assists with Title VI review. • Experience and knowledge on federal, state, and local laws; regulations, such as Title VII Civil Rights Act of 1964, Age Discrimination in Employment Act of 1967, Americans with Disabilities Act and Rehabilitation Act of 1973, and policies relating to equal opportunity and affirmative action. • Performs other duties as assigned. DBE • Assists the DBE Liaison Officer/Chief Diversity Officer in making determinations on business eligibility based on application. • Approval or denial of applicants to the DBE Liaison Officer/Chief Diversity Officer. • Coordinates processes associated with the administration and compliance of the DBE and ACDBE programs. Provides oversight and general support for all functions in the program including compliance and monitoring, goal setting, reporting, review, and evaluation of documents, certifications, outreach, and networking. Ensures compliance with locally funded contracts. • Participates as a partner in the New York State Unified Certification Program. • Conduct Site Visit. ADA • Performs a variety of research, analysis and administrative studies related to department and/or city-wide ADA projects including policy development, organizational improvement, and cost benefit/feasibility studies. • Works independently to interview personnel involved, secure resources and gather information related to the issue being evaluated and/or analyzed. • Evaluates problem areas and uses available information to develop recommendations. • Summarizes and presents recommendations or policy approaches for consumption by managers, elected officials and/or the public. • When needed, presents findings and recommendations in management, council and/or public meetings. • Develops and conducts training and exercises. Plans, develops, and conducts public education and outreach necessary to accomplish ADA program goals in compliance with ADA requirements. • Conducts evaluations of implemented ADA policy and management programs and provides progress reports. • Provides a lead role for ADA matters throughout the Authority. • Develops and maintains a centralized database for receiving and addressing customer service requests for barrier removal and coordinating tracking and follow-up of the resolution. • In coordination with other departments, develops and reviews policies and procedures to ensure compliance with ADA. • Plans, coordinates staff training on ADA rules and regulations. Prepares training aids and user manuals. • Represents the NFTA at meetings with other government agencies and access interest groups, including any ADA specific advisory committees or boards that may be established. • General administrative duties, including filing, purging, etc. • Assist with other areas in the department. To include, but not limited to AAC and DBE requirements. • Performs other duties as assigned.
KNOWLEDGE, SKILLS and ABILITIES: Knowledge of the legal basis for affirmative action and equal opportunity programs. Ability to organize, and analyze facts, and communicate effectively both verbally and in writing. Ability to interpret Federal regulations in complex, sensitive or new situations, exercise judgment and discretion in the review of submitted documentation and when monitoring projects and concessionaires.
PHYSICAL REQUIREMENTS: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
ENVIRONMENTAL REQUIREMENTS: Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
MINIMUM QUALIFICATIONS: Bachelor’s degree and two years’ experience working on affirmative action programs, diversity development, human resources or an equivalent combination of education and experience. A valid New York State driver’s license for use of personal automobile may be required and must be able to obtain airport clearance. Must be skilled in the use of Microsoft office.
