A. BASIC PURPOSE
The purpose of this position is to work to further the mission of The Salvation Army in regards to people-related matters impacting the organization, so that the goals and objectives of the Del Oro Division may be achieved and ensure that state laws/requirements and The Salvation Army policies/procedures are adhered to throughout the division. The Human Resources Manager (HRM) works closely with the Human Resources Director (HRD) to provide HR support, oversight and consultation to all divisional leadership, field officers and line managers regarding human resources functions and programs, including recruitment, selection, orientation, leadership development and training, employee relations, human resources related policies and procedures, employment law, retention, compensation administration/internal equity, HRIS management reporting, OSHA/Worker's Compensation and benefits enrollment. HRM will provide support to divisional HR staff to ensure proper protocols and processes are being followed. The HRM will act as main point of contact for the HR department in the absence of the HR Director.
B. ESSENTIAL DUTIES AND RESPONSIBILITIES
Acts as an internal consultant to Corps administration on people and organizational issues and assists in the flow of communications related to Human Resources, on behalf of the HRD, to the corps, social service and program units, and Divisional Headquarters (DHQ) in the Del Oro Division. This would include but not be limited to, Salvation Army policy and procedures and state and federal laws, rules and regulations.
Keeps field officers and program managers informed as to changes in state and federal laws/requirements, current issues, and policies critical to HR function.
Provide guidance and advice relative to personnel policies and procedures and employment law to all centers of operation in the division.
Maintain regular contact with field officers and line managers through site visits, if necessary, in an effort assist them with HR matters as well as to understand their concerns, ideas and issues.
Respond in a timely manner, within reason, to all requests for information or reports. Provide metrics, analysis and feedback to management on organizational, managerial, and employee relations issues.
Assist in developing position descriptions when requested by all centers of operations in the division.
Work closely with Recruiter to create and prepare position postings for circulation as openings occur and provide recommendations to assist in recruitment to include on-line employment sites such as may be appropriate.
Ensure that complete, accurate and detailed personnel and benefits records and databases are maintained for all employees. Ensures all human resources records are protected and properly managed utilizing mandated HRIS management systems designed for these purposes.
Work closely with the Payroll Department to ensure payroll policy and procedures comply with Salvation Army policy and Wage and Hour laws and regulations.
Assists with the benefits administration process and benefits open enrollment on an annual basis and ensures that all locations are providing adequate benefits orientations, ensures that accurate employee deductions are entered in to payroll system.
Provides coaching and feedback on how to improve individual or organizational performance.
Perform and review Exit Interviews submitted from all centers of operation in the division and share with HRD when Exit Interviews contain information of concern.
Provide training for supervisors and employees in regard to HR related issues affecting the workplace and assure that necessary education and materials are supplied to Salvation Army Officers, managers and employees-workshops, manuals, employee handbooks, standardized reports.
Ensure 100% compliance with the California training requirement for Sexual Harassment training for supervisors and employee.
Responsible to assist with investigations regarding sexual harassment and discrimination which may include: witness interviews, drafting detailed investigative reports, assistance to managers in determining appropriate corrective action and the recommendation of remedial steps when appropriate.
Provide coaching and support to HR Coordinators and Recruiter.
Perform other duties as assigned by the HRD which relate to the activities and functions of the Human Resources Department.
Keep HRD informed of any escalating issues or situations that require additional review.
C. KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS REQUIREMENTS
A Bachelors degree in Human Resources, Human Resources Law, Psychology, Education or Business is required.
PHR/SPHR or PHR-CA/SPHR-CA certification is preferred.
Three (3) or more years of effective Human Resources Management experience is required. Experience in a non-profit setting is desirable.
Recognized administrative and management skills on scale, i.e., experienced working with a multi-site employer.
The ability to work with the organizational leadership and corporate management on a wide range of personnel related issues and provide assistance to those directly involved in ministry-oriented activities within The Salvation Army to include its social service programs.
Demonstrated expertise in communications and interpersonal skills amongst diverse populations and cultural groups.
Must have a working knowledge of California labor laws, workers' compensation, health and welfare plans, salary administration and employee benefits.
This position is responsible for providing primary HR support to multiple locations. A customer-focused, consultative approach and the ability to establish strong working relationships are essential. The following are necessary for effective consultation:
a) Ability to present him/herself in a poised and professional manner
b) Ability to operate effectively in ambiguous situations;
c) Diplomatic; able to provide constructive, unbiased feedback to staff at all levels;
d) Must possess exceptional verbal and written communication and interpersonal skills;
e) Must be able to work proficiently with Microsoft Office software (MS Access, Excel, PowerPoint, Publisher and Word) and Lotus Notes.
A number of the duties associated with this position require handling items of a sensitive and thereby confidential nature involving the organization, its personnel and officers. The highest level of security must be maintained in addressing oral and written communications as well as the filing of correspondence so as to protect the integrity of all concerned.
