Chemonics International Inc
MEL Sr. Specialist, Climate Finance for Development Accelerator
Chemonics International Inc, Washington, District of Columbia, us, 20022
Chemonics seeks a Monitoring, Evaluation, and Learning (MEL) Senior Specialist for the USAID-funded Climate Finance for Development Accelerator (CFDA). CFDA is a global activity that mobilizes public and private finance and private sector actions that support the transition to an equitable and resilient net-zero economy. CFDA is managed by a core, Washington D.C.-based team of senior experts in impact investing, climate finance, resilient economies, grants and subcontractor management, and inclusive development. In partnership with USAID Missions globally, CFDA co-designs buy-in scopes of work and budgets with Mission teams to implement activities tailored to the climate context of countries. It also implements key crosscutting activities, including creating a Climate Finance Investment Network (CFIN) of local and international partners in the global climate finance ecosystem.
Given CFDA's unique and pivotal role within the climate finance landscape, it is important to gather, analyze, and report on CFDA activities. In line with the project's Monitoring, Evaluation, Collaborating, Learning, and Adapting Plan (MECLAP), the MEL Sr. Specialist will report to the CFDA MEL Director and serve as a key focal point for CFDA MEL activities. This position is expected to bill the majority of their time to CFDA with a particular focus on the Climate Gender Equity Fund (CGEF), a core activity under CFDA focused on mobilizing public and private sector action to catalyze gender equity in climate finance. Depending on funding flows, this position may also bill time to non-billable activities or other billable projects.
Responsibilities:
Serve as primary focal point and manager for CGEF's MEL activities, including USAID and other donor reporting requirements and CLA activities.
Engage in active coordination and stakeholder management across CGEF and CFDA teams, USAID, subcontractor, and CGEF grantees.
Provide technical input and guidance on CGEF's theory of change, MEL approach, and articulation of impact.
Develop and deliver training to grantees regarding CGEF reporting requirements on climate finance mobilization, gender inclusion, and climate change outcomes. Provide additional MEL capacity building support to grantees as needed.
Review and validate CGEF grantee reports on a semiannual basis.
Ensure completion of donor reporting requirements, including semiannual and annual reporting via CFDA, annual USAID DIS and GEEA Fund reporting, and annual impact reporting to CGEF's donor collaborative.
Maintain MEL infrastructure for CGEF, including MEL plan, reporting forms on Good Grants management platform, and annual targets.
Manage implementation of CGEF Learning Agenda, including both project management and technical contributions.
Liaise with CFDA Comms team to ensure coordination between comms and learning products.
Support MEL needs for other CFDA activities, as assigned by CFDA MEL Director.
Requirements:
Bachelor's degree required. Advanced degree in international development, gender studies, climate change, or other relevant field preferred.
Minimum 5 years of progressively responsible experience with USAID or other donor-funded programs. Knowledge of and ability to apply USAID rules and regulations governing activity MEL requirements and data management preferred.
Demonstrated ability to establish and maintain collaborative, productive working relationships with U.S. government counterparts and partner organizations in emerging markets and developing economies.
Experience designing and implementing MEL frameworks, data collection tools, validation procedures, data management systems, and data quality assurance procedures.
Experience in the climate change sector strongly preferred; experience working in gender equality/social inclusion, private sector engagement, finance, agriculture, environment, or other relevant sectors a plus.
Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, deliver presentations and training, and facilitate meetings effectively and cross-culturally.
Ability to work in a hybrid setting using Chemonics or other remote management tools.
Demonstrated leadership, versatility, and integrity. Appetite to learn, ability to apply feedback across workstreams, and aptitude for anticipating needs and taking initiative to respond to them.
Experience configuring and using data management, data visualization, and workflow platforms (such as Airtable, Good Grants, Power BI, DevResults, etc.) strongly preferred.
Fluency in written and spoken English required; additional language fluency strongly preferred.
