WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week BRIEF POSITION SUMMARY Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves planning, directing, and executing media and community relations campaigns to convey sensitive and complex information regarding Texas Military Department’s (TMD) state and federal responsibilities and activities. The TMD Director of Public Affairs is responsible for developing and executing strategic communication initiatives that educate and inform the public about TMD’s programs, activities, and essential role within the U.S. Armed Forces, both domestically and internationally. The role also involves supporting the Adjutant General (TAG) by setting goals and objectives, establishing policies and procedures, developing and prioritizing schedules, and managing budget requests and expenditures to meet these objectives. As the official spokesperson for the TAG, the Director represents TMD on complex and potentially controversial issues before various media and agencies with local to international interests. Supervises the work of others. Reports directly to the TAG and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Oversees the daily and long-term functions of the Public Affairs Office (PAO) for the nation’s largest National Guard. Manages and implements complex PAO strategies that support the Texas Army and Air National Guards, the Texas State Guard, and the Office of State Administration. Provides a comprehensive range of public information, internal communication, and community engagement services essential to supporting TMD’s mission and operations statewide. Leads the development and implementation of PAO activities and business functions across the department. Supervises a diverse and extensive PAO team, which includes state employees, federal civilians, and federal military personnel. Provides strategic communication counsel and multimedia expertise to the TAG and senior leaders, fostering effective relationships with the public, specialized groups, community partners, and government entities. Oversees coordination and integration across PAO personnel in the Army, Air, and State Guard, and collaborates with the Office of the Governor’s communications team and the National Guard Bureau PAO. Offers strategic and operational guidance on all Public Affairs Directorate activities. Manages all administrative functions for the PAO Directorate, including performance plans, scheduling, compensation programs, awards, and promotions. Supervises the creation, design, and approval process for complex correspondence, reports, studies, forms, and official documents. Directs collaborative efforts on PAO products utilized agency-wide to ensure consistency and quality. Leads a team that coordinates remote public affairs staff from the Army, Air, and State Guard to distribute content across all TMD communication platforms. Establishes standards and guidelines for the creation, approval, and distribution of PAO products and services; ensures compliance with established policies and procedures. Provides technical expertise and counsel to the TAG and senior agency officials on public and command information matters. Collaborates with executive management to develop strategic plans and set long-term goals for the department. Tracks and reports on performance metrics, regularly updating the TAG. Approves and oversees the preparation of print and visual information products to ensure materials are appropriately procured and aligned with organizational standards. Regularly attends work, adhering to approved work hours in line with agency policies and procedures. May be required to perform duties in support of national emergencies, disaster response, or other missions, which may include holidays and weekends. Performs additional duties as assigned. Qualifications MINIMUM QUALIFICATIONS EDUCATION: Graduation from an accredited four-year college or university is required. (Substitution allowed) PREFERRED EDUCATION: Graduation from an accredited four-year college or university with major coursework in journalism, public relations, communications, media relations or a related field is preferred. EXPERIENCE: Six years of journalism, public relations, communications or related work is required. Seven years of managerial experience is required. Experience using Microsoft Office applications to include Word, Excel, and Outlook is required. PREFERRED EXPERIENCE Experience leading or supervising in a communications field engaged in responding to crisis communications is preferred. Experience establishing agency public affairs policy is preferred. Experience directing the research, writing, and production of illustrative or photographic content is preferred. Experience editing content and supervising publication across diverse media platforms is preferred. Experience managing execution of state or federal appropriations and procuring goods and services under applicable processes is preferred. SUBSTITUTION: Additional years of experience in journalism, public affairs, communications, or closely related work may substitute for required education on a year-per-year basis. Staff military public affairs experience a plus. REGISTRATION, CERTIFICATION OR LICENSURE: A valid driver’s license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. OTHER REQUIREMENTS: Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee’s Form I-9 to confirm work authorization. Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service. Editorial methods and techniques for producing informational materials across print, web, and graphic media. Crisis communication strategies and methods for managing public relations under high-stress, time-sensitive situations. Communication technology and digital tools used in modern public affairs work, such as content management systems, graphic design software, and analytics platforms. Branding and reputation management to maintain a positive public image and alignment with organizational values. Skill in: Establishing plans and setting objectives and goals that support an overall business strategy. Communicating complex information that impacts state and national interests. Analyzing public reactions and perceptions to provide informed recommendations to senior leaders that may lead to significant policy adjustments. Integrating diverse perspectives to foster mutual understanding among various public groups and government agencies. Building and sustaining effective working relationships with a broad range of stakeholders, facilitating constructive and meaningful communication. Developing clear and effective written materials to communicate complex information to audiences with varying levels of familiarity with TMD and the National Guard. Responding to critiques of the agency’s performance or policies with well-reasoned and effective explanations that clarify concerns and build understanding and support. Assessing the effectiveness of public affairs programs, analyzing media feedback, and developing actionable recommendations for improvement. PHYSICAL/WORKING CONDITIONS Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of a personal computer, social media applications and telephone. Ability to lift, carry move, and/or set up material weighing up to 25 pounds. Duties require travel up to 20% of the time in and out of state by ground or air to conduct business.
