This job was posted by https://www.arjoblink.arkansas.gov : For more information, please see: https://www.arjoblink.arkansas.gov/jobs/4372720 General Description\ Arkansas State University-Beebe (ASUB), a comprehensive, multi-campus two-year community college within the Arkansas State University System, is seeking a Vice Chancellor for Finance and Administration (VCFA). Reporting to the Chancellor, the VCFA is the Colleges Chief Financial Officer (CFO), a member of the Chancellors Executive Council, and is ultimately responsible for leading the College in leveraging its resources in a strategic and fiscally responsible manner in support of the mission and strategic priorities of the College. The VCFA/CFO is responsible for efficiently and effectively organizing, developing, and administering the comprehensive fiscal and administrative services of the institution. The departments supervised by this position include Business Operations, Student Accounts, Controller, Physical Plant, Procurement, Human Resources, Campus Operations, and University Police. A successful candidate will demonstrate proven experience in and commitment to team-oriented, transparent leadership; sounds judgment; fiscal responsibility; shared governance; employee support, development, and engagement; and continuous improvement. The VCFA/CFO must have the ability to work in a collaborative, professional, and collegial manner with employees and internal and external stakeholders. The VCFA/CAO will demonstrate a commitment to innovation, technology, utilization of data, and the comprehensive community college mission. Minimum Qualifications 1. Earned masters from a regionally accredited institution 2. Five years of progressive management experience in finance and administration 3. Superior interpersonal skills including tact, patience, and courtesy 4. Demonstrated comfort with change, innovation, and technology 5. Uncompromising integrity 6. Experience in a leadership position at a multi-campus, comprehensive community college is preferred. Essential Duties and Responsibilities\ 1. Collaborate with the Chancellor and the leadership team members in advancing the mission and priorities of the College.\ 2. Serves as a chief advisor to the Chancellor, and in his/her absence, the VCFA/CFO speaks for the College on strategic matters related to the business and financial operations of the institution. In consultation with the Chancellor, holds the authority to speak and act for ASU-Beebe and make operational decisions regarding fiscal, auxiliary, and facility services.\ 3. Advises the Chancellor, Chancellors Executive Council, Shared Governance Council, and the campus community on the financial processes and outcomes and the short and long-term impacts on college operations.\ 4. Collaborates with College and ASU System leaders and teams on critical and/or complex business problems with the goal of developing effective solutions in part through leveraging the Colleges fiscal resources.\ 5. Supervises and conducts performance management of the Directors of Finance, Procurement, Campus Security, Physical Plant, Human Resources, as well as the Controller and Managers of Campus Operations for Searcy and Heber Springs campuses. Delegates accordingly to ensure the Colleges accounting, investments, insurance, budget reporting, AR/AP, and other financial service elements are compliant, accurate, and of the highest standards.\ 6. Establishes the objectives, scope of service, structure, staffing, work methods, and performance standards for organizational units under the leadership of the Finance and Administration division.\ 7. Works closely with the Director of Human Resources to oversee the human resource function and ensure that all state, federal, and ASU System rules, regulations and polices are followed effectively on all campuses.\ 8. Works closely with the Chief of Campus Police and delegates accord ngly to ensure the campus community is safe through the implementation of a model of public safety that incorporates security, communication, partnership with local law enforcement, and preparedness.\ 9. Leads the processes for development, execution, and monitoring of institutional budgets consistent with institutional mission and strategic priorities, ASU System policy and procedures, and applicable state and federal laws.\ 10. Develops, recommends, and implements institutional practices and procedures relevant to administrative and financial management and operations.\ 11. Interacts with faculty, staff, students, and the general public on a daily basis and actively communicates and educates the campus community on budget and financial processes and parameters to ensure transparency and efficacy in the fiscal operations of the College.\ 12. Develops and maintains the Colleges risk management program, including the oversight of institutional insurance coverage and claims, risk management analyses, and planning.\ 13.
