Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a OPERATIONS & TRAINING SPECIALIST, Position Description Number D0607000 and is part of the PA Deputy Chief of Staff G3, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE WITH ROLLOVER Position may lead to permanent assignment without further advertisement. Responsibilities As an Operations & Training Specialist, GS-0301-09, you will formulate long and short-range plans for the development of range facilities and the training areas. Oversee and direct the work of one or two subordinates assigned to the Operations and Training Division. Coordinate with user organizations for use of ranges and training facilities. Prepare budget requirements for submission to support MDAY. Conduct surveys of users to assess adequacy of existing facilities to meet training requirements and reviews the installation five-year plan to ensure it meets existing and future requirements. Review plans, specifications, architectural and engineering documents for range facilities to assure conformity with doctrine and for compliance with DA range safety criteria. Review plans for army aviation, airborne, and NBC Training conducted at the MTA to assure compliance with established safety and local operational procedures: When required, recommends alternatives to best meet training objectives within safety parameters. Develop installation policies and regulations governing range safety, training, medical evacuation and other emergency procedures. Based on projected availability of the latest simulation devices, determines and recommends suitable facilities for use as simulation centers. Develop guidelines for the preparation of training programs for personnel and elements assigned or attached to the MTA or installation support unit (ISU). Formulate policies and procedures for the control of classified material, restricted areas and communications security. Develop standing operating procedures (SOP) for and directs the activities of the installation Emergency Operations Center (EOC) during state domestic or national emergencies. Develop plans and procedures for the overall communications requirements for range and field training operations. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Deputy Chief of Staff G3 AOC 2: NG employees in the Deputy Chief of Staff G3 AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED: E5-E7 Supervisor for this position is LTC Swartzell Other Requirements: *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.
