What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

General salary increase of 3.5% effective December 22, 2024.

Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.

Annual Leave - The candidate selected for this position will earn 208 hours per year, increasing to 288.08 hours after 5 years of service.

Annual Leave Redemption - The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).

Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.

Health Insurance - Medical, dental, and vision plans for you and your dependents. A maximum flexible credit allowance of up to $23,530 annually. (Effective 12/8/24 this amount will increase up to $25,558 annually.)

Flexible Spending Accounts - Increase your spending power by reimbursement with pre-taxed dollars for IRS- approved dependent care and health care expenses.

Holidays - 12 paid days per year which includes a scheduled floating holiday.

Pension Plan - Both you and the County contribute to the County’s Retirement Plan. If you are eligible, you may establish reciprocity with other public retirement systems, such as CalPERS.

County Government

Ventura County is a "general law" county, governed by a five-member, elected–by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, as well as to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction.

The County Executive Office

The CEO's Office is a critical component of the County organization and the Chief Financial Officer (CFO) supports the CEO by providing advice and counsel on financial matters of countywide impact and policy in relation the County's $3 billion budget and AAA credit rating. The Office is responsible for the recommendation and/or implementation of Board Policies, the preparation and administration of the County budget, facilitating and analyzing debt financing, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts. The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community-based organizations. In conducting business, the Office strives to provide high quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services as well as actively promoting diversity, equity, and inclusion to reflect and engage the community.

The Position

Under direction (Management Analyst II) or general direction (Program Management Analyst) of the of the Budget Director (Deputy Executive Officer) and/or County Chief Financial Officer, the CEO Budget, Finance and System Analyst monitors and evaluates compliance with Board of Supervisors adopted policies in one or more agency areas. This position may also assist with serving as a liaison for the County's budget system and provides advisory financial management and guidance to various departments and agencies.

The Ideal Candidate

The CEO’s Office is seeking a poised, professional, and seasoned Budget, Finance and System Analyst with a strong background in financial and policy analysis, functional/technical/administrative support of budget systems, cash flow and debt financing, and success managing cross-functional collaboration. The ideal candidate will be an excellent communicator to various audiences, including elected officials and County leadership, with the ability to establish rapport and trust among stakeholders. The ideal candidate must have a positive attitude, strong interpersonal skills, the ability to work independently while also effectively in a team, comfortable in a fast-paced environment and ability to adapt well to change, and to take initiative when problem solving; additionally, this individual must be organized and detail oriented. PAYROLL TITLES AND APPROXIMATE SALARIES:

Management Analyst II: $110,916.36 - $155,298.12 Annually

Program Management Analyst: $126,617.68 - $177,282.13 Annually

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

The positions of Management Analyst II and Program Management Analyst are Management classifications and are not eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There is currently one (1) Regular vacancy.

Examples Of Duties

Duties may include, but are not limited to the following:

Management Analyst II (MAII):

Reviews requests and inquiries of internal and external agencies and determines steps necessary for disposition.

Provides generalist management staff services including research, development, and preparation of draft policies; development of management operation/systems; project/program/policy implementation, and evaluation; preparation and presentation of written and oral reports.

Completes special studies and recommends implementation strategies.

Analyzes and reports on State and Federal legislation.

Assists in the analysis, development and implementation of budgets, proposals, policies, procedures, contracts and operations in a program area.

Interprets rules, regulations, policies, and procedures related to specific program areas.

Provides specialist management staff services including fiscal/budget analysis and preparation; completion of special studies and reports; and program and special project development.

May be assigned to serve as the lead on special projects and programs.

Develops and delivers effective, engaging presentations to a wide variety of diverse audiences.

Prepares countywide biweekly salary and benefit projections and vacancy reports.

Performs other related duties and special projects as assigned.

Program Management Analyst (PMA):

Serves as program management expert on behalf of the County Executive Office in a major program area.

Performs studies of existing and proposed organizational policies, procedures, and systems to determine compliance with Board of Supervisors adopted policies and makes written and oral reports on determinations regarding findings and proposed solutions; may present comprehensive findings directly to the Board of Supervisors; and may provide oversight in implementing solutions.

Analyzes programs and associated budget requests and makes recommendations.

Reviews, and coordinates fiscal control of, approved appropriations with agencies and departments assigned in a major program area.

Establishes and facilitates effective relations with, and provides administrative counsel to, agencies, departments and program operators in areas of assigned responsibility.

On behalf of the CEO, may mediate and resolve conflicts within and between program areas.

Analyzes and observes the financial aspects of operations and makes recommen dations to department or County management, new or modified courses of action to improve the effectiveness of those operations.

Prepares and presents complex financial reports and recommendations; develops and delivers effective, engaging presentations to a wide variety of diverse audiences, including the Board of Supervisors.

Performs management and analysis of program, policy, and fiscal issues.

Analyzes a comprehensive spectrum of financial functions.

Exercises independent analysis and judgment and a high degree of adaptability to develop innovative approaches for resolving complex financial issues.

Provides system administrative function for the County’s Budgeting Software.

Advises executive leadership regarding fiscal and revenue related decisions for budgetary and strategic planning; and

Performs other related duties and special projects as assigned.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

Management Analyst II:

Typical qualifying experience would be some financial, management, operational and/or analytical experience in public or private organizations that has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor's degree in Public Administration, Business Administration, Finance or a related field with one (1) to three (3) years of progressively responsible generalized or specialized management or analytical experience in a public or business setting.

Additional years of experience may substitute for education on a year-for-year basis, up to a maximum of four (4) years.

Program Management Analyst:

Typical qualifying experience would be extensive experience in government programs and/or business administration and finance which has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor's degree in Public Administration, Business Administration, Finance or a related field with five (5) or more years of financial management, budget development and analysis, and fiscal forecasting experience in a large organization.

Additional years of experience may substitute for education on a year-for-year basis, up to a maximum of four (4) years.

NECESSARY SPECIAL REQUIREMENTS

Considerable (MAII) to thorough (PMA) knowledge of Financial Management.

Demonstrated ability to deliver presentations to diverse audiences.

Possession of, or ability to obtain and maintain a valid California driver license.

Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

HIGHLY DESIRED

Experience and understanding of governmental operations, revenue streams and budget system administration.

TRAINING & EXPERIENCE EVALUATION

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
