Overview
Nakupuna Solutions is seeking a Program Administrative Analyst. The Office of International Religious Freedom (J/IRF) manages a significant portfolio dedicated to promoting religious freedom globally, overseeing international programs funded by the annual foreign assistance appropriation. The office plays a key role in developing strategic plans and ensuring the efficient notification and reporting of these funds to Congress. J/IRF collaborates with various bureaus and offices throughout the clearance process for Congressional communications, ensuring compliance with foreign assistance legislative authority. Additionally, it provides ongoing technical support to program staff, guiding them through the federal assistance life cycle and ensuring efficient document management and retrieval for Congressional engagement. Responsibilities
The Program Administrative Analyst at J/IRF is crucial in administering international religious freedom programs. This role involves managing a complex portfolio, including creating strategic timelines for funding notifications and Congressional reporting. The Analyst drafts essential documents, such as Congressional Notifications and memoranda, and coordinates with various bureaus and offices to ensure a seamless clearance process. In addition, the Analyst offers technical support throughout the grants and cooperative agreements life cycle and maintains tracking systems for efficient document consolidation and retrieval. Strong organizational skills and the ability to quickly resolve documentation discrepancies are essential for this position. Assists in developing strategic action plans and setting deadlines for the timely notification of foreign assistance funds and reporting to Congress.
Drafts key documents, such as memoranda, Congressional Notifications, reports, and provides technical assistance throughout the federal assistance life cycle, including pre-award, award, and post-award phases for grants and cooperative agreements. Coordinates the clearance process for Congressional communications by liaising with multiple bureaus and offices, including the Office of the Legal Advisor (L), the Bureau of Legislative Affairs (H), and the Office of U.S. Foreign Assistance (F). Manages and maintains tracking systems for the efficient retrieval of documents related to Congress, such as funding notifications, reports, consultations, and briefings. Provides technical support to J/IRF leadership and program staff in managing program funding and ensures compliance with foreign assistance legislative authority. Prepares briefing materials for J/IRF leadership and coordinates responses to OIG, GAO, or FOIA-related requests. Communicates effectively, both verbally and in writing, to draft required documents, deliver briefings, and advise J/IRF staff and senior personnel on foreign assistance status. Tracks the progress of the foreign assistance life cycle and manages responses to the operational plan within the Department database. Organizes and participates in meetings, trainings, and conferences, providing program monitoring and technical assistance to grantees. Engages in additional training to enhance knowledge and expertise in areas such as Western Hemisphere Affairs, South Central Asia, East Asia-Pacific, Africa, Europe, Near Eastern Affairs, and International Religious Freedom. Supports travel for J/IRF leadership and U.S. Department of State officials and conducts program monitoring visits as needed. Reports on monitored program activities and provides analysis to support the evaluation of programs by the Grants Officer Representative and/or Grants Officer. Performs other duties as assigned within the scope of the role.
Qualifications
Skills/Qualifications: A highly qualified candidate for the Program Administrative Analyst role should possess strong organizational skills, attention to detail, and the ability to provide technical assistance throughout the federal assistance life cycle. Effective communication, both written and verbal, is essential, along with a solid understanding of foreign assistance legislative authority. The candidate should have experience in project management, document management, and coordinating with various government offices. Analytical and problem-solving skills are crucial, as is the ability to adapt and learn quickly. Familiarity with government processes and experience in international programs will be advantageous. Education and Experience: A bachelor's degree in a relevant field such as Public Administration, International Relations, Political Science, Business Administration, or a related discipline. A master's degree in a related field is preferred. 3-5 years of professional experience in program management, public administration, international development, or a related area. Clearance Requirement:
Secret clearance. Must be U.S. citizen. Physical Requirements:
