A Foster Care Licensing Specialist
maintains the Child Placing Agency Regulations in order to recruit, license foster homes and supervise a caseload of up to 25 families who have no children placed in their home.
Essential Duties and Responsibilities:
The Licensing specialist will have set monthly goals to meet for licensing foster parents. In order to meet monthly goals, the following expectations will be required.
Screen, log and refer prospective foster family calls
Facilitate orientation and interview with prospective foster families
Process foster family applications within required time frames (references, SLED, CPS check, medicals, fingerprinting, inspections by Fire Marshal & Dept. of Health)
Conduct home study for foster home applicants at the time of licensure and relicensure
for foster families on your case load
Facilitate training events or volunteers as requested
Visit each foster home in your case load (quarterly or as according to licensing regulations)
Maintain foster parent files with required documentation and case notes
Maintain contact with natural parents/DSS worker, as needed, document visiting arrangements, home visits and services provided.
Complete re-licensing packet every 2 years, meet annual licensing requirements for each home and provide State DSS Office with necessary documentation.
Ensure each licensed home is regularly in compliance with licensing procedures
Provide support for foster parents.
Communicate regularly with the Licensing Supervisor concerning goals for licensing foster homes and any problems incurred. Furthermore, will communicate any concerns with ongoing supervision of foster homes.
Use professional ethics when working with foster families, various agency personnel and children.
Will be assigned rotation in on-call rotation and will respond to crises or emergency situations.
Assistance with the crisis's situation may require a face-to-face home visit.
Recruitment
All licensing specialists will be expected to be involved in recruitment events as assigned
Licensing specialists will assist in the recruitment of additional foster families.
Assist with and/or provide orientation to potential foster parents.
Other
Have a willingness to share the good news of Jesus Christ, give a personal testimony and pray with/for those served by the ministry
Assist with coordination of respite when needed
Other duties as assigned by the Licensing Supervisor
Extensive driving is required (mileage is reimbursed).
This is a full-time position that will require a significant amount of telecommuting/ remote working. This position requires individuals to perform their work from locations other than their employer's physical office, as approved by their supervisor. Locations may include, but are not limited to, foster family homes, home office, family court, hospitals, or DSS. Individuals will be obligated to travel to their physical office for meetings, supervision, paperwork or as scheduled/deemed necessary by their supervisor.
Essential Qualifications/Certifications:
Education or equivalent experience: a master's degree in social work or other related areas of study and one year of experience in child welfare; or a Bachelor's degree in social work or other related areas of study and two years of experience in child welfare. Closely related fields acceptable in meeting these qualification include social work, counseling, psychology, sociology, criminal justice, and recreational therapy.
The licensing specialist must be or become a South Carolina Certified Adoption Specialist.
